Kiribati Education Improvement Program Phase III
Monitoring & Evaluation Adviser

On behalf of the Australian Department of Foreign Affairs and Trade (DFAT), Coffey is managing the delivery of a package of support and technical assistance (Kiribati Education Facility), to the Kiribati Ministry of Education (MoE) as part of the Kiribati Education Improvement Program (KEIP). We work with participating donors, including DFAT, UNICEF and UNESCO, to support the MoE in implementing a comprehensive reform program focused on ensuring all children in Kiribati have access to quality schooling.
KEIP Phase III (2016-2019) is planned to commence in April 2016 and will focus on the consolidation of the reforms already undertaken in 2010-15. Phase III will extend the curriculum and teaching and learning reforms from primary years into the Junior Secondary system.
The Monitoring & Evaluation Adviser will have overall responsibility for managing and implementing the M&E Plan and Results Framework for KEIP Phase III, ensuring consistency with the MoE M&E work plan. The Adviser will work closely with MoE in delivering an integrated, cost effective and efficient M&E Framework aligned to the MoE operational plan and Education Sector Strategic Plan (ESSP) 2016-2019 and agreed by all stakeholders. The adviser will provide technical support to review existing approaches to M&E and develop tailored methods and tools to support implementation and reporting.
The ideal candidate will be tertiary qualified, preferably with post-graduate qualifications in evaluation and will demonstrate practical experience developing and implementing monitoring systems and evaluation plans for large programs in resource constrained settings, including design approach and developing methods and tools as well as data interpretation and reporting. Previous experience coaching and mentoring professional colleagues from different social and cultural backgrounds is required for success and experience working in the Pacific is desirable.
