HAI is seeking a qualified individual to join the program development team to support the identification and submission of high quality proposals for grant funding to expand HAI’s human rights programming around the world.


This position is based in HAI’s Chicago headquarters and provides general program development coordination and support, reporting directly to the Senior Program Development Officer. The Program Development Associate will play a key role in identifying new opportunities for funding, providing grant research and analysis support, and initiating and coordinating the completion of high quality grant proposal submissions. Successful candidates will be able to demonstrate a high level of attention to detail and superb organizational and communication skills.

Essential Duties and Responsibilities :

Funding Opportunity Identification and Proposal Coordination

  • Conduct daily searches for relevant funding opportunities
  • Analyze identified notices of funding opportunity (NOFOs)/requests for applications (RFAs) to determine alignment with HAI strategic plan and areas of expertise
  • Schedule and initiate go/no go decision meetings
  • Draft proposal timelines
  • Serve as Team Lead on assigned proposal opportunities, which includes keeping proposal teams adherent to internal and external proposal deadlines
  • Create proposal templates in line with donor requirements
  • Contribute to assigned sections of proposals and complete proposal annexes
  • Complete final packaging of proposal submissions
  • Conduct background research for proposals, as necessary
  • Provide copy editing support to proposal narratives and proposal annexes
  • Conduct donor mapping

Program Development Analysis and Systems Support

  • Manage HAI’s win/loss database and update proposal statuses
  • Provide monthly analysis reports of HAI’s program development performance
  • Maintain and update HAI’s proposal document library and proposal folders
  • Support the Program Development Community of Practice linking Chicago-based and field-based staff across the organization
  • Provide general backstopping for the program development team, which includes scheduling meetings, developing support documents, providing proposal-related travel support, and research
  • Other duties, as necessary


  • Bachelor’s Degree or higher in international development, political science, public policy, social sciences, or related field
  • One to two years of relevant professional experience
  • Excellent written and verbal communication skills
  • Previous non-profit and/or program development/grant writing experience preferred
  • Experience living or working internationally preferred

Language Skills:

· Excellent oral and written English language communication skills

· Knowledge of French or Spanish preferred

Computer Skills:

  • Proficiency in Microsoft Office, Microsoft Excel, Internet Explorer, Outlook/Exchange, Windows operating systems
