The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (Ops) – Operations Support Department (OSD) – Information Systems and Applications Division (OSD – 2), at its headquarters in Luxembourg, a:

Technical Analyst

This is a full time position

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.


The Operation Support – Information Systems and Applications Division (OPS/OSD-2) ensures the functional consistency of SERAPIS across the entire lending cycle, analyses the functional and technical requirements of Ops and defines the required evolutions of the IT tools used by Ops including Serapis, the Datawarehouse (DWH) and other tools.

Operating Network

The Technical Analyst will join the “OPS IT coordination” team also comprising one Support Assistant and will directly report to the Head of Business Analysis & Project Management Unit within OPS/OSD-2.

The “OPS IT coordination” team’s primary mission is to support the OPS user community for all IT- infrastructure and end-user-computing issues which are outside of the scope of service of the central IT Service Desk.


  • In relation to the reorganisations within OPS:
    • Coordinate projects with all stakeholders (incl. organisation of meetings, documentation, testing etc.)
    • Analyse new organisational set-up, the impact on new user requirements, and technical impact e.g. access rights management, reporting, approval workflows etc
  • In relation to the Staff Movement Application (SMA):
    • Act as the business owner of the SMA; ensure data quality (e.g. testing, timely updates of the relevant data for re-organisations and SMRF)
    • Improve the efficiency of the Staff Movement Process:
      • Analyse the bank-wide SMRF process and various tools & systems involved
      • Manage the review project including all stakeholders (e.g. PERSONEL, IT, FM, the other coordination units of the various departments, etc.)
  • In relation to market data
    • Manage the licenses used by OPS and follow-up on the usage
    • Provide market studies
      • Analyse OPS needs, comparing it to needs of other relevant departments
      • Analyse existing solutions and external market solutions
    • Edit required documentation and ensure the processing and implementation of requests
  • In relation to central database storing referential information (PIC DB)
    • Act as business owner of the PIC DB (Sybase ASE); coordinate with all departments and ensure data quality of the shared data (currencies, calendars, etc.)
    • Coordinate and analyse all relevant projects
  • In relation to software testing:
    • Support software testing activities for Serapis and related systems (especially Livelink and Sharepoint). This on-going task requires:
      • To read and understand the use case and the detailed user specifications for each project to be tested
      • To develop a good overall understanding of Serapis and interfaced IT systems (LG, RRMS, CLM, LL, SP) and the OPS procedure manual
      • To understand the technical limitations and issues of the connected IT test environments
    • Write the test plan and test cases with the input of the relevant business analysts and coordinate all necessary test conditions with the various IT stakeholders to set-up the required test environment
  • In relation to contract management:
    • Edit all required documents and manage the procurement process for the external consultants working for OSD-2
  • In relation to other non-core IT projects:
    • Follow-up on the various non-core IT projects (e.g. the REMEDY replacement project) and collect OSD-2 requirements, represent OSD-2 in the required meetings and ensure the software testing
    • Ensure proper coordination, follow-up and supervision of day-to-day IT related tasks covered by OPS IT Coordination


  • University degree in the field of IT, business administration or similar
  • At least 3 years of relevant professional experience as Technical Analyst ( including Business analysis, process and data modelling)
  • Experience in coordinating projects, including knowledge of tools, methods and practices (PMI; PRINCE 2 or similar)
  • Experience in a support oriented team is a must
  • Proficiency in SQL
  • Mastering of office tools (MS-Word, MS-Excel, MS-Access)
  • Knowledge of ESB/EAI principles, and Active Directory or LDAP is a must
  • Knowledge of document management platforms like SharePoint or Livelink is a plus
  • Knowledge of data-warehouse and reporting tools like Business Objects is a plus
  • Experience in access rights management or staff movement processing is a plus
  • Experience in contract management, vendor management or similar is a plus
  • Experience in the financial sector, knowledge of financial instruments or experience with EIB’s lending cycle is a plus
  • Very good knowledge of English and/or French and a good command of the other (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
