The Emergency Finance Manager oversees the day-to-day financial and administrative activities of the Mosul emergency response including human resources administration, finance administrative activities and reporting.

  1. Accounting and Finance Management

  2. Assist the Finance Administrative Director with day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedures

  3. Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments

  4. Suggests formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes

  5. Ensures the maintenance of accurate records of financial transactions of the country office (main and field offices) in order to monitor financial status of all project activities

  6. Assists with the management of the country finance department to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports

  7. Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements

  8. Maintains the system of accounts ensuring all accounting data are updated, reconciled and fully supported

  9. Oversee training of finance staff and provide technical support to country program and logistics

  10. Assist and or prepare budgets

  11. Present & facilitate review of actual to budget expenditures with Country Director and program managers

  12. Provide recommendations for budget realignments as required

  13. Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation

  14. Human Resources Management

  15. Ensure compliance to local labor laws

  16. Assist with the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors

  17. Maintain open lines of communications with all field staff

  18. Working Relationships

  19. Maintain frequent communication with Finance Administrative Director to ensure finance activities and objectives are communicated

  20. Work with program and logistics staff to ensure the coordination of programs are within budgeted targets

  21. Attend coordination meetings which are relevant to country activities

  22. Representation

· Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors

· Participate in donor meetings and communicate relevant information to Finance Administrative Director and Country Director

· Assist in activities to ensure maximum visibility of the agency amongst the NGO community

· Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information

· Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

  1. Security

· Ensures application and compliance of security protocols and policies

· Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

· Advocate and plan for professional development for national staff

· Interface with national government and relevant agencies to ensure compliance with varying government regulations when necessary

· Facilitates emergency and non-emergency security expenditures

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

  • Minimum 3 years’ experience in a non-profit organization, including an extensive experience in the administrative and financial management of overseas programs or equivalent combination of education and experience.
  • Extensive experience in working with computerized accounting systems, preferably Costpoint
  • Experience in working with an emergency response team.
  • Must be able to carry out responsibilities independently with minimal technical support from within the organization • Knowledge of varied donor financial regulations
  • Extensive experience in working with computerized accounting systems, preferably ACCPAC
  • Experience in managing procurement and logistical procedures and policies
  • Proven leadership qualities required
  • Strong negotiation, interpersonal and organization skills
  • Can function effectively in a loosely structured work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements

  • Ability to read, write, analyze and interpret, technical and non-technical in the English language
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
