Youth engagement and empowerment: Linking youth engagement with youth empowerment initiatives.

CARE International in Jordan has a vacancy for the post of Programs Quality Director

Scope of Work:

The purpose of the Programs Quality Director (PQD) position is to assist the ACD-Programs and Program Directors and Program Managers in improving the overall quality of programs in CARE Jordan, be responsible for articulating the (Monitoring and Evaluation and Accountability and Learning Framework for the whole country office), ensuring a high-quality services and programs are delivered to people by CARE Jordan Programs. S/he is responsible for ensuring the highest performance of monitoring, evaluation, accountability, and learning processes across all program’s interventions. S/he provides information to the Core SMT, Program Directors, Program Managers, and all related stakeholders to facilitate linkages among all departments to ensure coordinated and coherent programs’ interventions and deliverables.

The Programs Quality Director will work closely with peer colleagues from different programs units and program support units to ensure the adherence to the high quality standards, agreed and endorsed Standard Operating Procedures and Protocols (SOPs), and report about the needed corrective actions, provide advices on how to strengthen certain programmatic areas, and to work with peer directors and provide them with any required support. The PQD will also represents CARE at coordination, interagency, advocacy and management meetings. S/he is responsible to take the lead on managing MEAL working group in the country office.

This post will provide oversight and coordination of all the activities of the implementing programs in accordance with agreed standards (e.g. IASC, SEA, and HAP) and programs principles. It collects and reviews feedback on the quality of work from all stakeholders: refugees, UN agencies, donors, collegiate NGOs, Government and non-Governmental agencies, CBOs and the public.

The PQD will be responsible for managing “The CO Quality and Accountability unit” which supports the regular monitoring, evaluation, accountability, and learning of work and collates documentation required to generate information for all who may need it across all the CO programs. It has the following objectives:

· Development and implementation of effective systems to track project deliverables, achievements, indicators and activities against the programs and projects objectives – this includes both quantitative data (numbers assessed, receiving NFIs, training etc.) and qualitative data (impact of assessment, case management, training, NFIs etc.)

· Production of information in Arabic and English for use by all stakeholders (newsletter, leaflets)

· Design, implement and follow up on all assessment and evaluation processes.

· Effective liaison with beneficiaries to ensure their participation and engagement in all program’s interventions and to lift up their voice. Implementation of mechanisms of official complaints and action on issues of discrimination and abuse

· Ensuring quality and timely reporting to all stakeholders including Donors, UN agencies, Governmental agencies, and partners. Assuring quality implementation of the Standard Operating Procedures (SOPs).

· Continuous training and orientation for all program staff with respect of applicable quality and accountability standards

Specific deliverables of this unit include:

· Documentation and information supported by statistics (quantitative via the database) of work done and functioning ME systems (qualitative – impact of the work)

· Development and dissemination of the periodic and ad-hoc learning reports for all related stakeholders.

· Development and dissemination of the periodic and ad-hoc feedback and complaints reports for all related stakeholders

· Evidence of support (training, briefing, monitoring etc) to complaints mechanisms

· Information papers written to support advocacy on key issues affecting targeted populations

· Evaluations of program components, interventions, and projects.

In specific, the Job Responsibilities and Duties are the following:

1- Collation and management of all CO Programs data and information for the support of programs reporting and learning

2- Review, Strengthen and Maintain the monitoring and evaluation and learning systems to ensure a high and effective and impactful performance of the CO programs

3- Ensuring beneficiary-focus interventions, needs-based programming

4- Knowledge Management for Program Quality

5- Leading MEAL working group of the country office.

6- Represent the country office in regional and global work streams and coordination working group

7- Manage the CO MEAL Unit and provide regular Support to Peer colleagues.

8- Emergency Response / Staff Security

Requirements: Skills and Competencies Requirement

o Bachelor’s degree in a relevant field (PQ, Social Science, Public Administration, Business Administration, Developmental Studies)

· At least 8 years of experience in development, PQ and/or humanitarian organizations, including significant experience of working with partners to deliver humanitarian programs or build capacity for emergency preparedness and response.

· Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.

· A proven record of effective project management, including project planning and managing a budget

· Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

· Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings.

· Proven experience in data collation process, auto reports and documentations

· Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.

· Strong skills in written communication, including effective report writing

· Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.

· Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.

· Strong team player, able to develop and maintain effective [SM1] working relationships within a distributed and dynamic team.

· Flexible, creative and solution-oriented [SM2] approach in an innovative environment

· Competence with MS Office applications, including Word, Excel and Outlook.
