The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with support from USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherland and several bilateral donors as well as the World Bank and Govt. of Afghanistan. During this period, her programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment to addressing sustainable urbanization in the country.
UN-Habitat works in close coordination and cooperation with key urban sector ministries and local authorities, namely, Ministry of Urban Development and Housing (MUDH), Independent Directorate of Local Governance / Deputy Ministry of Municipalities (IDLG/DMM), Kabul Municipality, the Afghan Land Authority (ARAZI), and municipal authorities, in providing technical and professional advisory services, programme and project design and implementation, and capacity building.
UN-Habitat is currently providing technical assistance to Government of Afghanistan’s programs include City for All (CFA), Local Integration of Vulnerable Excluded & Uprooted Programme (LIVE-UP), Afghanistan Urban Peace building Programme (AUPP) and Sustainable Human settlements in Urban Areas for Returnees in Afghanistan (SHURA) with solid foundations of integration.
This position is to support UN-Habitat Afghanistan office (through Knowledge Management Unit) to systematically analyse ongoing projects/programs, and their communications, visibility and reporting issues and streamline and strengthen various functions of knowledge management and reporting. The overall objective of KMU is to facilitate capturing, collating, analysing and disseminating the knowledge products and feed into future programming and to global branches normative work.
Under the overall supervision of the UN-Habitat, Afghanistan country management (Country Programme Manager based in Kabul and Senior Human Settlements Officer based in Regional Office) and with guidance from Research and Capacity Building Branch and Corporate Advocacy, and Communications, HQ and the Programme Specialist (Urban Research and Knowledge Management) will be responsible for:
· To review existing best practices on programming on urban issues in Afghanistan and develop knowledge products (Data Analysis/ Research Reports/Knowledge Notes/Discussion Papers/High Quality publications/Long shelf life knowledge products etc.) that capture entire process, innovative approaches, lesson learnt of UN-Habitat or other UN/NGO/Government programs and draw on evidence of inter-linkages between the key issues (Urbanization, land, governance, and economic development) and to establish a case for bringing in the linkages at the policy level.
· Provide substantial support to implementation and roll-out of UN-Habitat’s communication and visibility strategy in (local, region and global) through quality inputs to relevant communication and visibility tools and materials.
· Support programs to develop Standard Operation Procedures (SOPs), guidelines and manuals that works as tools for UN-Habitat and Government stakeholders to sustain and replicate similar activities elsewhere through quality publications
· Take lead in primary and secondary data collection at all levels (community, district, municipality and ministry) where Habitat mandated projects are being implemented and guide KMO office for capturing human impact stories
· Provide programmatic inputs in formulating concept notes and project proposals with the use of qualitative and participatory tools and secondary data collection from country and global flagship and baseline reports on urbanization, national policy review reports, and relevant laws, and statistical databases related to land, cities, population, and urban characteristics
· To review relevant international policies, agreements, outcome documents, position papers, and research papers on Urbanization, Local Economic Development, Municipal Finance, Urban Observatories and Indexing initiatives, and to utilize them for improving ongoing and future projects and programs in Afghanistan
· To review relevant PAAS project documents of the agency for innovative ideas that may suit for improvement of country programming in Afghanistan
· Support baseline/mid-point/end line surveys and evaluation of each programme and provide guidance to national staff on updating and complying corporate reporting requirements (IMDIS, CPR reporting, PAAS and Annual Report)
· Any other tasks, duties or specific assignments which may arise as directed by Country Management.

Advanced university degree (Masters or equivalent) in Urban development, Urban studies, Human settlements, Economics, or related area. A first-level university degree in combination with a combination of two years professional experience and academic qualifications may be accepted in lieu of the advanced university degree.
At least five years of experience in research and analysis on urban development and/or community-based development. Experience in programme/project implementation on urban developments and/or community-based development funded by aid agencies desirable. Excellent drafting and communication skills and good editorial capacity required.
Fluency in written and spoken English is required. Earlier written knowledge products, research and technical papers of high quality are added advantage. Knowledge of another UN language and/or Dari/ Pashto would be an advantage.
International Travel (Home-Kabul)**:**
For all international travel that are expected of the Urban Researcher, a returned air ticket on least-cost economy to Afghanistan, and visa fee will be paid only after completion of the mission and upon submission of Travel Claim form, copy of E-ticket, used boarding passes, visa receipt and other relevant travel documents. Three quotations from the reputable travel agents shall be submitted for UN-Habitat’s clearance prior to purchase of tickets.
For local travels that are expected of the Urban Researcher, such as vehicle and flight arrangements to provinces will be covered by UN-Habitat.
Travel Advice/ Requirements:**
The Programme Specialist (Urban Research and Knowledge Management) must abide by all UN security instructions. Upon arrival he/she must attend a security briefing provided by UNDSS. He/she should undertake Basic and Advanced Security Training as prescribed by UNDSS. Regular missions will be undertaken for which UNDSS authorisation must be sought.
The Programme Specialist (Urban Research and Knowledge Management) shall report to the Country Programme Manager and Knowledge Management Officer in Afghanistan under overall supervision of the Senior Human Settlements Officer based in ROAP.
