Duties & Responsibilities:
Oversee and coordinate the work of supporting units (Admin/Human Resources, Logistics, IT and Finance). Develop appropriate administrative and technical action plans to effectively streamline the work of all support services and units, both on the short and long term. Ensure efficient and accurate management and mobilization of financial resources and transactions from initial financial forecasting to financial reporting. Vet and sign off all financial statements commissioned by the head of the mission. Review and audit the workflow protocols, deadlines and budget adherence of each overseen supporting unit. Ensure provision of effective logistics and procurement services, with emphasis on delivering quality, transparent and timely kits and services in line with strategic priorities and organizational standards. Ensure optimal efficiency of the Human Resources unit mainly in the recruitment process of qualified staff in accordance with existing vacancies, priorities and hiring policies at QRCS delegate in Lebanon. Ensure utmost performance of the IT system in support of Lebanon mission and in accordance to QRCS policies. Follow-up with heads of support service units to ensure their skills and performances are in sync with the requisites of the QRCS delegation goals in Lebanon. Devise work plans and annual budgets in coordination with leaders of the supporting-service units. Develop effective internal controls to enhance the efficiency and transparency of workflow in each supporting-service unit. Ensure the commitment of the supporting-service and units in the attainment of QRCS objectives and devise training plans to support unit lead to achieve that. Meet with supporting-service unit heads on weekly basis to review and assess the latest developments and overcome challenges and system bottle-necks. Prepare and submit a monthly operations’ report to the Head of Mission. Accomplish all other relevant tasks assigned by the Head of Mission.
Maintain confidentiality of information about the Qatar Red Crescent mission. Carry out all the tasks and duties required by the Head of Mission. Ensure compliance with the standards and policies of security and safety. Imbue a positive image of QRCS to the community and commitment to co-workers Collaborate effectively with teamwork. Possess an entrepreneurial spirit to improve mission’s performance/ Act responsibly and ensure the promotion of confidence and satisfaction of beneficiaries of the mission programs. Commit to continuous improvement of the quality of job performance. Act responsibly and provide optimized mission programs in order to reach the largest number of beneficiaries within the resources available.
Education, Experience & Training:
Education: Preferred master’s degree (minimum Bachelor’s degree) in Business Administration and/or Management Practical experience: At least 10 years in operations management or in a related field, preferably in non-governmental organizations. Training: training courses in leadership and management
