The Danish Red Cross (DRC) has been present in the Middle East & North Africa (MENA) region since 2002. Currently we work in six countries directly or indirectly affected by civil war or international conflict; Iraq, Jordan, Lebanon, the occupied Palestinian territories (oPt), Syria, and Yemen. DRC supports the Red Cross/Red Crescent National Societies in these countries in the fields of emergency relief, health, Psychosocial Support (PS), Water Sanitation & Hygiene (WASH), and Organisational Development (OD). We emphasize strengthening of our partner National Societies, both through their organisational development and operational capacity building.
At the end of 2016 DRC maintained a team of 17 international delegates in the six countries and at the Regional Office based in Beirut, managing a total of 21 active projects at the end of 2016. Three projects closed at year-end and an additional five are in the process of being closed. The average duration of the projects is 1.8 years. Four new projects are currently close to being approved. The total expenditure in 2016, excluding administration fee, support provided directly to ICRC and delegates financed through flexible funds, was approximately DKK 120 million, of which DKK 47 million was implemented through Host National Societies and DKK 31 million through IFRC and other partner National Societies.
The Regional Finance Manager (RFM) reports directly to the DRC Head of Region, both based at the Regional Office in Beirut. The RFM is the line manager for the DRC regional finance and administrative staff team, currently consisting of one Regional Logistics & Administrative Office and two Regional Finance Officers, and also technically supervises a third Regional Finance Officer dedicated to the Madad programme, whose line manager is based at HQ. In addition, the RFM needs to develop a close and effective working relationship with the DRC Finance Controller responsible for MENA, based at HQ.
An integral member of the MENA team, the RFM is the technical expert on finance issues in the region, and has the following responsibilities:
- Manages the finances of the DRC MENA Regional Office, in terms of ensuring cash flow, executing payments, and booking entries in the DRC HQ accounts;
- Oversees the financial management of the country programmes and projects, in coordination with the country teams and regional finance staff;
- Supports the Country Coordinators and in-country delegates, in particular by ensuring the coverage of each country team’s day-to-day working expenses;
- Ensures timely, accurate and complete accounting and reporting in compliance with DRC standing operating procedures and donor requirements;
- Troubleshoots financial and administrative problems as they are identified, seeking to limit their impact and rectify their cause so that they do not recur;
- Advises the Head of Region on all issues related to regional financial management, particularly in relation to longer-term planning of income and expenditure; and
- Provides technical advice to the DRC country teams and the National Societies they support, on general financial management issues, in order to build their capacity.
Experience and qualifications You have a minimum of 8 years of solid experience in financial management. You have experience with relevant donor specific funding (DANIDA, EU-ECHO and DEVCO, and the UN). You have worked in MENA and preferably with the Red Cross/Red Crescent Movement.
You have a relevant educational background and preferably working experience from an audit company. You convincingly apply your analytical and strategic skills and are able to handle stressful situations. You can handle a heavy but varied workload for a long period, and still maintain an appropriate work/life balance. You possess excellent communication, coordination as well as networking and negotiation skills and understand that process and ownership are key components to achieving results. These skills are also present when leading people – both those alongside you and those managed at a distance.
You enjoy being in a mentoring and/or capacity-building position and possess good cultural understanding and the ability to work in a challenging multicultural environment. Financial management experience as well as project budget development for proposals are essential. Excellent analytical skills, particularly concerning complex financial documents, and high degree of proficiency English speaking and writing skills are key requirements. You have full proficiency in MS Excel and in an appropriate ERP system, ideally AX09.

Employment Conditions The start date is 15 March 2017 or soonest thereafter, and the contract period is for two years with the possibility of extension.
Your duty station will be the Regional Office currently placed in Beirut in Lebanon. Beirut is a family duty station. Travelling to the programme areas will take place on a regular basis and require up to approximately 15% of your time.
You will report to the Head of Region at the MENA Regional Office, Charles Higgins.
The salary including all allowances and pension will be between DKK 41,700 to 43,700 per month, depending on qualifications and experience.
