The SSI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies.

Under the overall guidance of the Resource Management Officer of OTI Somalia in Nairobi, and under the direct supervision of Senior Project Advisor in Baidoa, the successful candidate will perform routine and specialized finance and accounting tasks. Key objectives of the role include ensuring financial, administrative and personnel accountability and implementing clear, efficient procedures for routine processing tasks.

Core Functions / Responsibilities:

The Finance and Administration Assistant responsibilities will include, but not be limited to, the following:

  1. Receive, review and reconcile invoices from vendors with the Purchase Orders raised;

  2. Maintain and manages petty cash, ensuring safe custody of all cash at hand;

  3. Maintain accounting spreadsheets in accordance with IOM – SSI procedures;

  4. Analyse and reconcile service providers accounts and ensures that invoices are correct, projects are charged a true and fair cost of their usage and any private usage is duly recovered/reimbursed;

  5. Ensure that all cash and cheque payment requests are duly completed, certified and authorized by authorized staff and all the necessary supporting documents are provided before payment is made;

  6. Check and ensure that all Letters of Invitations (LOIs) and Expense Claims are correctly completed;

  7. Prepare and submits a monthly funding request and monthly account returns;

  8. Ensure that transactions for IOM Mogadishu are sent to IOM Nairobi Office for posting in PRISM Financial on time;

  9. Review Sub Office internal controls and notify the OIC and RMO of any potential weaknesses and propose corrective measures required;

  10. Perform any other duties as may be assigned.

    Required Qualifications and Experience


  11. University Degree in Accounting and Finance, Business Administration, Public Administration, or an equivalent combination of training and experience. Or Certified Public Accountant (CPA), or ACCA or its equivalent;

  12. Thorough understanding of USAID Finance, Procurement and Logistics policies, rules and regulations;

  13. Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access. Knowledge of SAP is an added advantage.


  14. Preferable five (5) years of relevant professional experience in a busy administrative and finance office/environment;

  15. Previous work experience in grants or finance related field especially on USAID funded projects.

  16. Previous experience with UN and International Agencies, or NGO’s an advantage;

  17. Demonstrated ability to maintain integrity in performing responsibilities assigned;

  18. Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision.

  19. Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.

  20. Demonstrated ability to maintain integrity in performing responsibilities assigned.


    Fluency in English and Somali is required.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
