Work Assignment:

Under the supervision of Education Specialist, the consultant will perform the following tasks:

This assignment will focus primarily on three areas: (a) Supporting system strengthening for Holistic ECD reflecting and emphasizing emerging evidence in piloting and scaling up programs (b) Early Learning initiatives in the region, especially the management of a project on Social-Emotional Learning (SEL) and social cohesion in the Early Years in 3 countries and (c) supporting Early Learning/ECD documentation, including tracking and managing information on ECD initiatives in 14 countries in the region, and providing donor reports and updates (d) providing support to the monitoring and strengthening of joint collaborative activities with ARNEC.

  • Support for holistic ECD in selected countries (especially Thailand, Pacific and China, and early learning in Cambodia), including Country Office (CO) Program implementation, system strengthening, scale up advocacy initiatives, key events and conferences in selected EAP countries.
  • Management of a regional initiative on ECD and Social Emotional Learning/Peacebuilding (PB), including the adaptation and piloting of regional curriculum guidelines on ECD and SEL, in 3 countries (Cambodia, VietNam and Papua New Guinea).
  • Support to COs for early learning initiatives including regional strategy for ECD/Early Learning, assessments, piloting and supporting curriculum frameworks, caregiver capacity building and gender-responsive parenting, and other initiatives. Work closely with Education team, but also with other staff in EAPRO sections such as Nutrition, Child Protection, Health, Social Policy and Emergencies.
  • Support to workplans and operationalization of global programme guidance and strategic frameworks in ECD in EAP countries.
  • Support for knowledge management, monitoring and implementation of ECD programmes in the region.
  • Regular communications and coordination with partnerships and regional networks, including possible attendance at the Asia Pacific Regional Network for Early Childhood (ARNEC).
  • Support donor reports and updates for ECD and Education/Early Learning.

    Work schedule outline, inception report as needed, Status Update and summary report of virtual/in-person meetings with key members working in ECD in the RO, ARNEC counterparts, CO teams on ECD, and HQ team. Trip reports as needed on joint workplan. Final, edited draft of donor report for Education Section as per guidelines provided by the Private Sector Fundraising and Partnerships (PFP) section.

    April 1 – December 31, 2017 (each month)

    Status Update and summary report, including implementation status of SEL and PB in 3 countries. Trip reports from participation in conferences and key advocacy events, as appropriate. Donor updates as needed.

    Estimated Duration of Contract: 10 months over the period of 1 March 2017 – 31 December 2017

    Official Travel: The consultant will work at UNICEF EAPRO, Bangkok, Thailand and travel to 4-5 countries in the region. Participation and support in regional ECD events such as the ARNEC Conference, the Pacific High Level Forum and other events may also be required.

    Qualifications or Specialized Knowledge/Experience Required:

  • Advanced degree in Social Sciences with relevant work experience.
  • Minimum 5 years relevant professional experience, ideally in Early Childhood Development, education or related fields.
  • Previous experience working in issues relating to Early Childhood Development, Education/Early Learning, Nutrition, Peacebuilding/Conflict Analysis or related fields.
  • Strong experience in program/results management, monitoring and reporting.
  • Excellent interpersonal skills and previous experience communicating with partners at different levels.
  • Demonstrated ability in work planning and report preparation.
  • Demonstrated skills in professional high quality writing in English.
  • Experience working in the East Asia Pacific region highly desirable.
  • Excellent communication skills in English.
  • Familiarity with the ARNEC network desirable.
  • Experience working for a United Nations organization an asset.
