Nemours is seeking a Program & Policy Analyst II to join our National Office of Policy & Prevention. This is a grant-funded position based in Washington, DC.

Nemours Children’s Health System is an internationally recognized children’s health system that owns and operates hospitals, major pediatric primary and specialty clinics and prevention units in Delaware, Florida, New Jersey and Pennsylvania. Over the years, Nemours has developed a strong base of experience, expertise and evidence in healthy child development and prevention through clinical and community-based models.

Established in 2008, Nemours National Office of Policy and Prevention promotes optimal health and well-being for all children, not only children served within the Nemours. To do this, we work with stakeholders across Nemours and the country to advocate for federal policy change and to identify, promote and grow innovative solutions within and outside of Nemours, advancing clinical care and community-based prevention efforts. Nemours also serves as a laboratory in which to test new and innovative models, informing our national policy and practice work. Through this work, we serve as a trusted resource and voice for children nationally.

The Program & Policy Analyst II will work on Healthy Way to Grow (HWTG), a joint initiative of Nemours and the American Heart Association. In 2013, the American Heart Association and Nemours joined forces to launch HWTG, a national, science-based, technical assistance program to help reverse the childhood obesity epidemic by improving practices and policies in early care and education programs. HWTG aims to advance the ability of early childhood providers (serving children from birth to age 5) to improve and sustain physical activity, nutrition, screen time and infant feeding policies and practices. Program staff in HWTG communities work directly with early childhood providers to provide technical assistance, tools and resources that will improve center environments, educate families and help centers to develop and adopt a center wellness policy. The Program & Policy Analyst II is part of the national staffing structure for HWTG, along with others from Nemours and AHA. The position exists to provide content and strategy expertise to front-line staff working directly with early childhood providers and to Nemours and AHA staff.

Primary Responsibilities
Essential Job Functions

  • Training/Coaching/Technical Assistance – Provision of professional development (in person and virtually) for front-line program staff working with early childhood providers on topics including, but not limited to, infant and toddler development, healthy eating, physical activity, engaging providers and family engagement.
  • Materials Creation and Identification – Production of program materials, resources and other content inclusive of identifying needs/gaps and creating materials to meet needs/gaps to support HWTG, as well as other relevant work within Nemours and AHA.
  • Subject Matter Expertise & Strategy – Utilize deep content and implementation knowledge of one or more initiatives (such as CACFP, Farm to Preschool, QRIS, licensing, SNAP) that impact ECE and child health work. Share knowledge with HWTG project staff, Nemours and AHA to inform relevant work. Serve on relevant groups to keep abreast of information and share/connect it to Nemours and AHA’s ECE work. Act as a bi-directional conduit of information between Nemours and AHA on learning from relevant work of both organizations. Act as a representative of HWTG, Nemours and AHA to help shape and manage partnerships that advance project goals. Contribute to strategy around how this work can be integrated into other ECE/HEPA work in HWTG communities and into relevant work of Nemours and AHA.
  • Evaluation and Dissemination – Serve as part of the HWTG evaluation team. Inform big picture of HWTG’s logic model and service delivery models based on expert knowledge of the field at large and program outcomes to date. Carry out evaluation-related activities as directed. Contribute to the development of conference and meeting proposals and presentations, manuscripts for journal submission, and grant proposals. Present at conferences, key meetings etc., as a representative of HWTG and Nemours.
  • Operations – Inform and carry out tasks related to project implementation, reporting, budgeting and sub-award management as directed.
  • Other duties as assigned. Must be available to travel, including evenings and weekends.

Additional Requirements

  • Content expertise in child development and child health particularly in early childhood.
  • Ability to work collaboratively and effectively as part of in-office and remote teams.
  • Ability to communicate effectively with and develop culturally relevant materials for persons from multicultural and/or under-resourced communities, as well as community organizations serving these communities.
  • Exceptional oral and written communication skills. Must be comfortable describing and presenting complex issues related to health to informal and formal audiences. Must possess strong writing skills for academic content.
  • Ability to develop and deliver high-quality training and technical assistance to a diverse array of audiences, including (but not limited to) health, education and child care professionals, parents/guardians and child care providers.
  • Ability to effectively and independently utilizing Microsoft Office, including PowerPoint, Excel and Word.
  • Must be independent and organized, able to take ownership of processes and projects (which includes the ability to get results working through others), and effectively organize resources to meet goals.


  • Master’s degree required in early childhood, child development, child psychology or related field.
  • Work experience in early care and education (child care, Head Start, pre-K) and knowledge of the early care and education environment and/or successful management and implementation of programs in child care centers or with children ages 0-5.
  • Strong understanding of child and family behavioral, health, social, development, education and poverty issues.
  • Demonstrated success in developing and delivering training and providing technical assistance.
  • Demonstrated success in simultaneously managing multiple, complex projects in varying stages of development under time constraints.
  • Demonstrated success in establishing strong, productive working relationships with a diverse array of internal and external colleagues, partners and stakeholders.
  • 3 to 5 years experience in training is essential and preferred.
