Core Functions / Responsibilities:

In particular s/he will:  Manage the implementation of the abovementioned PRIME project’s activities aimed at managing irregular migration and countering migrant smuggling in accordance with the project proposal, budget and other relevant project documents.  Supervise MAD staff (if relevant) and consultants involved in the implementation of the abovementioned project activities, ensuring responsibility is appropriately delegated and helping to build relevant internal capacities.  Identify and follow up with national and international experts and consultants on counter irregular migration, including organizing travel plans and schedules, drafting ToRs for trainings or assessments, following up and monitoring deliverables expected from the experts/consultants, etc.  Develop and implement reporting and monitoring mechanisms, including a comprehensive tracking system to monitor project activities and ensure that all relevant documentation is produced and made available upon request;  Provide input to and draft project progress and final reports, ensure proper information exchange on all operational aspects of the programme between IOM, donors and other project counterparts.  Establish and maintain relationships with national and international, governmental and non-governmental partners and counterparts relevant for the implementation of the project activities.  Assist the Head of MAD Programme and the National Programme Officer to plan, manage and monitor IOM’s MAD programmatic activities, including activities to be carried out under the abovementioned PRIME project, with a focus on human trafficking and irregular migration in Egypt and in coordination with other Mission Units/Divisions activities, in accordance with IOM standards and procedures as well as donor requirements.  Assist the Head of MAD Programme and the National Programme Officer in devising and developing programmes and projects aimed at raising awareness of population at risk and enhancing the knowledge and skills of relevant stakeholders/actors, in response to actual need for preventing irregular migration and human trafficking, the protection of migrants and victims of trafficking, and prosecution of perpetrators.  Identify new MAD programme/project possibilities consistent with expressed Government needs and other relevant partners, IOM’s mandate and strategy in Egypt; contribute to drafting the pertaining concept notes and project proposals; Page 3 / 4  Conduct tailored researches, analysis and assessments pertaining to MAD thematic areas of responsibility.  Keep constant relationships and coordination with other Mission Units/Divisions programmes/projects, ensuring complementary and consistency of both programmes.  Represent IOM at relevant seminars and meetings with counterparts, as well as other events aimed at promoting IOM’s image and activities as requested and delegated.  Undertake regular field and site visits and duty travel to monitor progress of activities and develop new project activities and complementary components as required.  Perform such other duties as may be assigned.

Required Qualifications and Experience


 Master Degree or PhD in Law (preferably with specialization Development, Political or Social Sciences or Law) with 2 years of experience  University Degree in preferably in Law, Political Science and Social Science or related field with four years of working experience


 Previous experience in devising and implementation managing programme/projects  Capacity to supervise or oversee staff  Ability to draft relevant documents, such as project reports, official correspondence, concept notes, press statements, others  Thorough knowledge and experience in countering irregular migration and human trafficking, in building and enhancing pertaining capacities, in conducting thematic awareness raising campaigns and researches  Attention to detail and ability to organize  Excellent computer skills – Word, Excel and Internet  Strong interpersonal and communication skills, experience in establishing and maintaining professional relationships with governmental and no-governmental counterparts/actors  Ability to work under pressure with minimum supervision
