Context:

Under the overall supervision of the Chief of Mission, and in close coordination with the Regional Unit for Reintegration in West and Central Africa, the successful candidate will be responsible for supporting project management and implementation, and contributing to project reporting, of the EC-funded project in Ghana.

Core Functions / Responsibilities:

  1. Provide support and assistance for the timely start-up of the various components of the project. Follow up on logistical and administrative arrangements, cooperate with national and international authorities, provide information and assist with arrangements required for the recruitment of project staff, and ensure that donor reporting information and schedules are available.

  2. Coordinate with other projects funded within the framework of the European Union Trust Fund within the region in terms of implementation, monitoring and evaluation, reporting, data collection and information elaboration.

  3. Monitor project implementation, identify problems and propose action to expedite the delivery of inputs. Analyze progress and implementation reports, and identify and document significant project events, decisions, problems or deviations.

  4. Supervise project support staff, and track work deliverables from consultants recruited to support and/or undertake specific activities.

  5. Liaise with Government entities and with the European Delegation, other implementing partners, UN agencies and other stakeholders in the project’s target countries particularly with respect to project management and internal procedures for implementation, monitoring and reporting.

  6. Draft progress and other reports and monitor information exchange on all operational aspects of the project between IOM, the EU and other stakeholders.

  7. Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and strategizing around possible new opportunities, and draft segments of project proposals particularly regarding AVRR.

  8. Participate in relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities.

  9. Undertake site visits and duty travel as required.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project management, including managing Migrant Assistance and Return/Reintegration projects with a Government or UN agency, or a regional or international organization;

• Experience implementing similar projects in the Middle East and/or North Africa, and/or reintegration projects in Sub-Saharan countries is preferred;

• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
