Type of Appointment: One Year Fixed Term

General Functions:

Under the direct supervision of the Chief of Mission, Bangladesh and Special Envoy for India & Bhutan and close coordination with relevant Regional Thematic Specialists and Project Managers, the incumbent is responsible for the overall management and day-to-day operations of IOM Chennai’s programme and representational functions in Sub-Office. The incumbent will be based in Chennai, and will support programme implementation, development, and liaison with Government of India, donor missions, UN and other international organizations and other stakeholders in line with IOM regulations and according to the requirements of the Government of India.

The Head of Sub-Office, in close coordination with the Chief of Mission, Bangladesh and Special Envoy for India & Bhutan, will ensure the relevance, efficiency and functionality of the IOM programme including finance and administration, reporting, logistics, management and monitoring and evaluation in line with IOM mission guidelines.

The incumbent will be assigned to inter alia, the following tasks:

  1. Assist in monitoring the programme, operational, human resources, administrative, budgetary and financial activities of the sub-office in line with IOM’s rules and procedures and in close coordination with IOM Delhi office.

  2. Assist in the coordination, implementation and monitoring of ongoing projects as per objective, indicators and established time frame.

  3. Participate in the development of a comprehensive monitoring and evaluation framework for IOM programmes, including activities, indicators, results and outcomes and verify that each project activity is compliant with donor and IOM financial and reporting requirements.

  4. Identify gaps, operational challenges and constraints and propose viable solutions.

  5. Maintain liaison with Government offices, UN and other international organizations, donor missions, NGOs and other relevant stakeholders.

  6. Identify programmatic and funding opportunities that are in accordance with the IOM mandate and are relevant to IOM’s strategic objectives and ToR for engagement in Chennai, in coordination with the IOM Delhi office.

  7. Ensure that reliable channels of communication are established and maintained so that IOM is operating in Chennai with updated, accurate and relevant information related to its programme, national objectives and donor interests.

  8. Provide regular reports to the Chief of Mission, Bangladesh and Special Envoy for India & Bhutan in order to provide an objective overview of programme implementation, including office operations, staff and financial issues as required.

  9. Coordinate the recruitment of the staff as necessary and ensure staffs have access to relevant training and career resources as necessary and available.

  10. Perform such other duties as may be assigned.

Education, Experience and Skills:

  • Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience;
  • Experience in project administration, management and technical cooperation, preferably within the humanitarian field;
  • Sound knowledge of SCR & conflict transformation theory and practice;
  • Good Communication and interpersonal skills; Excellent drafting, analytical and managerial skills
  • Experience in liaising with senior government officials and/or civil society advantageous.
