Background and Justification for Consultant / Individual Contractor Contract
UNICEF considers the use of communication channels for behavior and social change, or what is called “communication for development,” as one of the critical areas to any development plan that aims at achieving the desired behavior in various fields. All regional and international evidence and experiences show that when communication for development is effectively integrated into programmes and plans, results are achieved more efficiently and effectively, leading to the achievement of the set objectives.
The production of Information, Education and Communication (IEC) materials is an important component of a comprehensive C4D campaign. However, it cannot be effective alone without being combined with other communications channels. Promotion of positive behaviors and practices relies on a variety of well-designed and effective IEC materials to help ensure success. From experience, certain fundamentals pertaining to the development of IEC materials are obvious. Every brochure, poster, videotape or other piece of IEC material is the product of a decision, supported by research, to deal with a specific issue, and to be well received and persuasive among a specific audience.
In order for the ICO Communication for Development section to meet its requirements in supporting UNICEF’s programmes for the wellbeing of the children of Iraq, and in order to effectively present the ICO raising awareness efforts on certain programmes issues, the section requires the services of a highly qualified graphic designer and animator person with a strong knowledge and skills of writing necessary messages and slogans in both English and Arabic, and can both design and produce material for use on multiple platforms.
Objective – Programme Group Result/Intermediate Result (PCR/IR) relevance
The key objective of this consultancy is to provide the C4D section with high quality graphic designs and animation, with messages and slogans in English and Arabic that will assist the section in fulfilling its 2017 C4D campaigns outcomes to raise awareness among people on the early initiation of breastfeeding and on back to learning.
The consultant Graphic Designer/Animator will produce high quality graphic designs and audio and video spots for multiple platforms as needed, in support of the ICO’s advocacy and C4D campaigns, as well as to fulfill the ICO’s programmes requirements as identified below:
Creating a Facebook page for the C4D campaigns.
Duration of the contract: Duration of contract will be 3 months.

Minimum Qualifications Required
Education: Minimum Bachelor’s degree in designing, drawing, and/or graphic animation (or seven years relevant work experience).
Work Experience: Minimum five years’ work experience in both designing and animation,
Special skills: Design and produce high quality Ads, TV spots, logos, slogans, banners, brochures, flyers, posters, billboards, publications, cartoons, radio spots, and web-design.
Competencies: Ability to work under pressure and deliver within tight deadlines; ability to coordinate with staff of other departments; ability to be a supportive team player and help build cooperation; ability to plan and prioritise tasks and workload; understanding of UNICEF’s core values.
Contract supervisor is the C4D Specialist, who may delegate that authority further. Immediate editor will be C4D Specialist.
