CONSULTANCY TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Quality Assurance and Proposals Manager / Reports Writer,

BACKGROUND

With a total budget over $1.3 billion, UNRWA’s services encompass education, health care, social assistance, protection, micro-finance and emergency relief. As UNRWA is funded almost entirely by voluntary contributions, it has created a Private Partnerships Division to assist in diversifying its income base amongst the private sector.

As the agency wishes to grow its leadership giving portfolio, it is important that it has a position in place that can respond to the proposal and reporting needs of foundation partners, track grants and income and provide the necessary stewardship to the Division in terms of grants management.

The Consultant will sit within the Private Partnerships Division at UNRWA and directly report to the Chief of Private Partnerships, as well as work closely with national committees, fields and programme departments.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

This position will ensure the quality assurance on all private partner reporting and visibility, monitoring and tracking of donor projects, management of implementation timelines with fields, and analysis and updating of dashboards for PPD income, (projections and contributions). The incumbent will:

  • Monitor the implementation of the Division’s private sector donor agreements to ensure reporting and funds utilization deadlines are met;
  • Provide monthly updates to the C/PPD on income, pipeline, reporting obligations and other bottlenecks to implementation, including reporting on all donor contributions, financial expenditure and budgets
  • Coordinate with UNRWA field offices and national committees to ensure that reports and financial statements are sent out in a timely manner
  • Analyze, review and edit project proposals and reports, draft correspondence related to donor stewardship to reflect impact and value for money principles
  • Participate in the negotiation of agreements and Memoranda of Understanding (MoUs) with donors
  • Manage, coordinate and plan the production of reports for private sector donors (including: donor progress and final reports, financial reports, annual reports, case studies, and all visibility requirements);
  • Ensure quality assurance and compliance with donor requirements of narrative and financial donor reports and proposals
  • Tracking reports due for donors and developing a coherent system for centralizing, recording and monitoring UNRWA’s commitment to specific donors, prepare monthly status reports with action points.
  • Provide due diligence reports for private partners in the event there is no prospect researcher to carry out this function

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

  • University degree in social sciences, international relations, communication or related technical field; (bachelors also accepted with six years of relevant work experience)
  • At least five years of progressively responsible work experience in report-writing, grants management, monitoring and evaluation at the international level with an international development agency or grant making organization
  • Proven track record in writing and editing donor reports, and producing due diligence reports for international development agencies
  • Experience in providing income analysis, creating income dashboards, and analyzing trends
  • Strong knowledge and experience of working with private sector donors
  • Broad knowledge of the principles and practices of fundraising, preferably for an international organization;
  • Understanding of international development issues, the situation of Palestinian refugees essential;

· Computer skills, including internet navigation, and various office applications, experience managing information systems/databases;

  • Excellent command of written and spoken English; excellent writing, editing and proofing skills in English

DESIRABLE QUALIFICATIONS

· Broad knowledge of UN system and/or humanitarian/development assistance programs;

· Analytical and conceptual ability with the ability to generate and interpret qualitative and quantitative data;

· Planning and monitoring skills with proven ability to organize work and projects;

· Demonstrated ability to deliver high quality, accurate work within tight deadlines

CONDITIONS OF SERVICE

· The duration of the consultancy is 11 months, based in Amman;

· Remuneration will be based on an annual P3 ICSC salary and will depend on the qualifications of the successful applicant.
