Requirements include, but are not limited to:

  • Minimum 6 years of prior experience in relevant fields, in particular, on political, legal, human dimension, public administration or public policy and/or security issues
  • Extensive working experience at management and supervisory level
  • Good knowledge of OSCE norms and principles
  • Ability to establish and maintain constructive communication and contact with local population and officials
  • Thorough understanding of field operations in the context of the mandate’s regional dynamics

  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Flexibility and ability to work within limited time frames
  • Cultural sensitivity and political judgement
  • Professional level of fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious background
  • Ability to operate Windows applications, including word processing and e-mail
  • Experience in working in Eastern Europe and/or knowledge of the region (desirable)
  • Advanced degree in a management discipline (desirable)
  • Knowledge of the regional historical, cultural and political situation (desirable)
  • Previous international work experience and/or experience in field mission (desirable)
  • Working knowledge of Ukrainian and/or Russian language(s) (desirable)
  • Possession of a Class “C” driving license (desirable)
  • Experience in off-road driving (desirable)

Tasks and Responsibilities

Under the direct supervision of the Team Leader of the Monitors, the Deputy Team Leader is responsible in assisting the Team Leader to lead the Monitoring Team in order to ensure that the Special Monitoring Mission’s (SMM) mandate is effectively implemented in the Area of Operations (AoO). The incumbent is accountable for the performance of the Monitoring Team (MT) and for ensuring that human, material and financial resources are managed in accordance with OSCE regulations and SMM policies.

Specifically, the Deputy Team Leader assists in performing the following tasks:

  1. Provides overall leadership and management of the MT including implementing an organizational structure in line with the current instructions issued by the Head Office, developing operational plans necessary to achieve the SMM’s mandate;
  2. Enforces the guidance and directives provided through the supervisory lines and ensures that all operational tasks are performed efficiently and effectively across the AoO;
  3. Oversees the implementation of the OSCE Common Regulatory Management System (CRMS) and Staff Rules and Regulations, and supports the Team Leader in the planning and implementation of administrative/operational tasks;
  4. Manages the flow of information within the Team, through coherent communication and information-sharing between Team structure and Head Office in Kyiv;
  5. Ensures that appropriate support is provided to representatives of the wider OSCE community;
  6. Represents the SMM within the AoO, ensuring effective coordination with other international organizations and liaison with governmental and non-governmental agencies;
  7. In conjunction with specialist security staff, ensures the safety and security of all MT personnel, equipment, communications and documentation, and full compliance with SMM security protocols;
  8. Monitors, assesses and analyses the political, security and human/minority rights/gender situation in the AoO, bringing relevant matters to the attention of the Team Leader in a timely manner and ensuring that the MT is fully briefed;
  9. Ensures that daily, weekly and special reports are compiled and submitted to the Head Office in accordance with established deadlines;
  10. Coordinates and oversees the evaluation of all implemented tasks and activities to ensure optimal effectiveness and performance in accordance with established deadlines, streamlining the working relations and communication mechanisms;
  11. Contributes to the development of the SMM’s policies and practices through: participation in MT meetings, proactively providing feedback on monitoring activities within the AoO and ensuring that a gender perspective is integrated into MT’s activities and reporting;
  12. Serves as Acting Team Leader of the Monitors, in his/her absence;
  13. Performs other relevant duties as requested.
