Background & Rationale

Climate change is an equity issue, with children and young people often being the most vulnerable and disproportionately affected. As indicated by the UNICEF Executive Director in his statement to the Executive Board in February 2016 “The evidence that climate change is affecting hundreds of millions of the most disadvantaged children is very clear. Addressing climate change is therefore vital for building a more sustainable future for children. It is imperative that we integrate our actions on the SDGs and our humanitarian responses.” As a result, UNICEF has identified four priorities on climate change and children that should inform its programme work and operations: 1) Advocacy and accountability- using UNICEF’s influence, reach and expertise – including the generation of evidence to support governments’ efforts to reach their ambitious commitments, to help develop more ambitious programmes that protect children from the impact of climate change and strengthen engagement of young people in actions related to climate change; 2) climate change adaptation through resilient development- developing programmes that support children and their families to overcome disasters and reduce the risk posed by these before they happen ; 3) climate change mitigation- supporting communities to transition to a low-carbon development pathway and 4) greening UNICEF-undertaking environmental footprint assessments and developing emission reduction action plans in terms of facilities, vehicles and air travel.

Purpose

The climate change and environment consultant supports the Climate, Energy and Environment team in rolling out and implementing UNICEF’s Executive Directive on climate change, by providing technical support to Country and Regional Offices in establishing the baseline situation of how climate and environment related issues are impacting children in the country as well as the institutional, policy and programming landscape in the country. Based on this analysis, the incumbent will identify entry points for incorporating climate, energy and environment -related aspects in UNICEF’s work as well as for identifying opportunities for the development of stand-alone, child focused climate, energy and environment initiatives.

Expected results: (measurable results):

  • Establishment of the baseline situation regarding climate, energy and environment issues affecting children (Climate Landscape Analysis for Children “CLAC”) in at least 5 countries
  • Conduct a desk review of climate, energy and environment issues, policies, and programmes affecting children for at least 6 countries which are to be determined.
  • Identify knowledge and data gaps regarding the above mentioned issues
  • Conduct interviews with country office colleagues, external partners and stakeholders on the issues
  • Provide recommendations to country offices on addressing climate, energy and environment issues affecting children and UNICEF’s work.
  • Collect and incorporate comments from relevant colleagues and stakeholders
  • Provide briefing regarding climate, energy and environment issues affecting children to UNICEF country office staff
  • Technical guidance and quality assurance for other CLACs conducted in other countries
  • Provide in-depth comments, inputs, technical guidance and backstopping to other colleagues preparing CLACs at regional and country levels.
  • Review CLACs and provide edits, comments and inputs for quality assurance
  • Co-facilitate a working group on climate, energy and environment issues in UNICEF to ascertain consistency, and knowledge sharing within the organization and between offices.
  • Organizational learning, development of knowledge product and facilitation of knowledge exchange
  • Refine and adapt CLAC guidance as needed
  • Provide training and guidance to colleagues on the CLAC process through webinars to the CLAC working group.
  • Contribute to the preparation of internal and external knowledge- and communication products regarding climate, energy and environment issues affecting children
  • Technical support to regional and country offices on climate change, energy and environment initiatives
  • Provide technical assistance to HQ, ROs and COs in developing concept notes and full-fledged proposals on climate change, energy and environment
  • Provide technical inputs to applications for fundraising for climate change, energy and environment proposals
  • Support COs with applying UNICEF’s Social and Environmental Standards and Procedures

    Key competences, technical background, and experience required

  • Advanced university degree in relevant area such as environment, climate change, social and economic development, international cooperation.
  • A minimum of eight years (senior level) of relevant work experience focused on developing countries, in areas related to development cooperation in climate change adaptation and mitigation, environment and socio-economic development.
  • Specific expertise in programme/project formulation, implementation, monitoring and review and evaluation related to climate change adaptation and mitigation in developing countries is required.
  • A track record of successfully developing, formulating and implementing adaptation and mitigation projects for the GEF/LDCF/SCCF, Adaptation Fund, and/or other sources of climate finance is required.
  • Knowledge on climate change impacts, climate risk assessments, and adaptation solutions.
  • Prior experience undertaking climate risk and vulnerability assessments an asset.
  • Knowledge on greenhouse gas emissions and climate change mitigation solutions, especially related to sustainable energy.
  • Expertise in staff capacity building, developing tools and providing training
  • Familiar with children’s rights and gender in the context of climate change adaptation and mitigation and/or natural resources management.
  • Excellent analytical and writing skills, advocacy and presentational skills an asset.
  • Demonstrated ability to work harmoniously in a multi-cultural environment and establish harmonious & effective working relationship both within and outside an organization.
  • Fluency in English required. Working knowledge of French is an asset.
