Purpose of the Assignment

To guide UNICEF and partners in the development of regional parenting intervention packages for adolescents and their families, the UNICEF Regional Office for Europe and Central Asia is currently undertaking a regional study on parenting programmes for parents of adolescents.As part of this regional study, the UNICEF Country Office in Romania is hiring four national researchers (Team Leader, Field researcher and two Junior Researchers) to collect strategic information at country level based on the results of the regional parenting study. The four national researchers will work closely, under the supervision of the UNICEF Adolescents Development Specialist in Romania, in close collaboration with the team leader of the regional study.

Assignment Tasks

The following terms of reference specifically relate to one Team Leader:

  • Coordinate a national research team;
  • Develop an inception report based on the outcomes of a capacity strengthening workshop and inception meetings with the UNICEF Country Office;
  • Conduct a desk review of national legal-policy documents, secondary literature, annual reports and other programme documents related to the parenting of adolescents in Romania;
  • Conduct key informant interviews at state and sub-national levels;
  • Conduct focus group discussions with mothers and fathers of adolescents, and adolescent boys and girls, including vulnerable adolescents;
  • Transcription;
  • Basic qualitative analysis and the writing of a short summary of key findings.

    Qualifications of Successful Candidate

  • Postgraduate diploma or degree in anthropology, sociology, development studies, childhood development, international human rights law, adolescent health or education, or other relevant field.
  • At least five years of experience conducting participatory, qualitative research, preferably using child-centered methods.
  • At least three years of experience working with children and adolescents.
  • Professional level of English, with fluency in reading, writing, listening and speaking.
  • Fluency in local languages, including minority languages as relevant.
  • Experience in coding qualitative data.
  • Demonstrable experience in writing qualitative research reports preferred.
  • Experience in working as part of a research team.
  • Competencies of Successful Candidate

  • Excellent writing skills, with demonstrated ability to produce targeted, coherent, concise reports.
  • Excellent awareness of, and sensitivity to, gender considerations, power dynamics, (dis)ability, poverty, substance abuse, and other factors that affect parenting dynamics, parent-child relations, and parenting practices.
  • Excellent verbal communication skills, with proven ability to engage with people from diverse backgrounds, with different strengths, needs, interests and abilities.
  • Experience in using interactive, creative data collection methodologies.
  • Ability to keep interviews on track, and ask open-ended guiding / follow-up questions as needed.
  • Ability to analyse information from different sources, draw together key themes, and clearly present findings.
  • Experience in coding qualitative data.
  • Ability to transcribe interviews verbatim.
  • Research management/ coordination skills.
  • Working knowledge of research ethics, including informed consent, data confidentiality, do no harm, child safeguarding etc.
  • Willingness to sign and adhere to a child protection policy and code of conduct, as well as the research ethical protocol.
  • Please note that the consultancy is remote – based and some national travel as agreed with the supervisor. The consultant should provide their own computers and recording tools.
