Purpose of the Position
Under the overall guidance of the Deputy Director, EMOPS, responsible for the coordination, planning, development and management of the EMOPS field support functions.
Key Accountabilities and Duties & Tasks
Directs, coordinates and supervises the activities of the humanitarian field support section. Ensures timely and appropriate deployment of ERT staff members in support of country offices. Keeps abreast with the political and social developments and emerging humanitarian crisis in the geographic regions and advises Senior management on any issue that would require emergency response and strategic decision making.
Formulates humanitarian field support section goals, objectives and strategies, and implementation frameworks for specific projects and activities through its units and staff. Coordinates preparation of programme and operations management plan inputs, and related documentation for the section. Analyzes and evaluates programme documentation for quality control and consolidation
Ensures close contacts with country offices in emergency prone regions, emergency regional advisors, programme and other relevant HQ divisions for inter-sectoral coordination, exchange of information, and sharing of experience to achieve emergency programme objectives. Contribute to the preparation of annual/programme status reports and updates.
Provides managerial guidance to the units in the section on general policy direction. Works closely with the HPAU to ensure that field experiences feeds into emergency policy development and discussions about programme development and response. Identifies and recommends human resources required for programmes. Ensures appropriate professional development and training of section staff and monitors implementation of training plans and staff development activities in the section.
Provides overall leadership, guidance and direction for annual work planning, project implementation and reviews monitors compliance and performance standards, and provides support and guidance to meet objectives.
Represents UNICEF in meetings with multi-lateral, bilateral agencies and NGO’s when appropriate. Identifies strategic alliances, and influences policy development to facilitate achievement of programme goals.
Monitors humanitarian needs development at the international, national, regional levels. Documents trends and drafts position papers for use in the development of the UNICEF global emergency programme policy.
Monitors the overall commitment, expenditure and liquidation of programme funds in accordance with the programme budget allotments (PBA). Takes necessary action for optimum use of programme funds and Supports overall management through participation in management meetings within the office, to review major office operations, human resources, programme and administrative budget management.
Undertakes any other task assigned by the Director, EMOPS
Qualifications of Successful Candidate
Advanced university degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.
Ten years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.
Fluency in English is required. Knowledge of another UN language is an asset.

• Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
• Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
• Leadership and organizational ability.
• Good analytical, negotiating, communication and advocacy skills.
• Computer skills, including internet navigation and various office applications.
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
