UNICEF works in partnership with a wide range of implementing partners to deliver results for children across the globe. Effective implementing partnership management is therefore essential for ensuring that resources are utilized as intended and results are being achieved.

UNICEF’s role in planning, measuring, tracking, and reporting results for children requires the ability to gather, integrate, and share information among multiple actors. The demands for real-time information and problem solving with partners is vital to this process. While some country offices have attempted to address these needs individually in the past, eTools is the only institutionally supported platform built for this purpose.

eTools is a platform designed and built by UNICEF to strengthen the way it works with partners in managing results for children. eTools development follows a phased and modular approach to software development, with releases based on an agreed set of prioritized modules and features. With eTools being incrementally introduced to both country offices and implementing partners in 2017-18, the need for strong product marketing and metrics for success is paramount. Notably, the imminent rollout of a Partner Reporting Portal within eTools requires rigorous product communications and adoption evaluation strategies to be formulated and executed.

Concurrently, a UN Partner Portal that will interact with eTools is being developed. The UN Partner Portal is a multi-agency product that will serve as a central platform for civil society organizations to register accounts, create organizational profiles, and view partnership opportunities. For the sponsoring UN agencies, UN Partner Portal will serve as a platform to post partnership opportunities and review/select concept notes submitted by civil society organizations.

The Partner Coordinator will work with the eTools team and other UN agencies to formulate and execute communications and change management activities related to the partner modules of eTools, as well as UN Partner Portal.


  • Assist in the development and execution of a comprehensive change management strategy that articulates the value of the eTools Partner Reporting Portal and UN Partner Portal to a diverse group of users and stakeholders.
  • Gather and share stories tailored to various audiences to understand how the eTools Partner Reporting Portal and the UN Partner Portal impact people’s work (both staff and partners).
  • Work with the eTools community manager to establish a tailored user engagement plan related to eTools Partner Reporting Portal and UN Partner Portal.
  • Liaise with CSO partners to communicate and support the adoption of the UN Partner Portal and the eTools Partner Reporting Portal, including facilitation of a pilot within a sample of Country Offices.
  • Work with the team to develop and implement a consistent product brand and message across the eTools partner modules and UN Partner Portal interface, knowledge base, and external documents.
  • Support on internal process re-design and communication on processes related to CSO due diligence and internal data quality.
  • Support on the implementation of tracking whether the team’s change management strategy has the intended impact on users and to support in adjusting plans as required.
  • Qualifications

  • An Advanced University Degree in Programme/Project Management Business Administration, Financial Management, Auditing or other relevant field is required. Experience in lieu of advanced degree will be considered.
  • 5 + years of experience working with civil society sector and proven experience interacting with civil society organizations and networks is required.
  • Must be analytical and able to organize data and communicate to all levels of organization in all areas of expertise.
  • Proficient skills for mapping current and desired processes in detail
  • Outstanding interpersonal and partnering skills
  • Superior writing skills including the ability to write concise, creative, and effective instructional materials and presentations.
  • Strong verbal communication skills and solid presentation experience, including training facilitation
  • Flexibility and adaptability to shifting needs and evolving priorities
  • Ability to effectively work within a team and influence cross-functional teams
