The Regional Rights Resource Team (RRRT) of the Pacific Community (SPC) was established in 1995 and has been a pioneer in providing human rights capacity building, research, policy, legal and technical assistance in the Pacific region. RRRT’s mission is to advance human rights and good governance standards for the sustainable and equitable development of the region and the benefit of all Pacific people.
The Role – The Director – Regional Rights Resource Team (RRRT) has the following major responsibilities:
Strategic planning and policy – Ensure RRRT’s business plan, as endorsed, is completed every four years, with accurate and timely annual planning, and incorporation of country plans and activities; contribute to SPC policy and strategic development analysis, and to human rights initiatives at the national, regional and international level.
Manage multiple projects and donor contracts – Ensure all RRRT programmes and projects are implemented to a high standard and within financial parameters; ensure compliance with donor contracts; meet donor visibility requirements; mentor staff in programme cycle management.
Fundraising and resource mobilisation – Ensure that there is sufficient donor funding to meet programme objectives over a multi-year period and through a broader donor base; develop successful proposals based on careful research and excellent written communication skills; manage multiple portfolios and a range of donor contracts, ensuring that staff work and functions are supported; seek opportunities for shared work with other SPC programmes and divisions; ensure all project proposals are developed in line with SPC and RRRT strategic plans; develop strategic proposals for funding and core support.
Partnerships and representation – Establish and maintain donor relations and lead negotiations for resource mobilisation; maintain close relations with all donor and development partners; represent SPC and RRRT at national, regional and international forums.
People management – Ensure effective implementation of RRRT’s human resources plan through adherence to SPC staff policies; support the staff team in implementing the RRRT business plan and donor agreements, including by ensuring strong communication; monitor and support effective staff performance; monitor staff performance through the SPC performance development system.
Monitoring and evaluation (M&E) – Ensure that RRRT quarterly and six-monthly donor and other reporting is completed in a timely manner and to a high standard; ensure that adequate funding is provided for effective M&E functions across all aspects of RRRT; ensure that RRRT’s M&E plan is in line with SPC’s corporate framework.
Capacity building – Contribute to and promote internal learning, including new information and debates on topical human rights issues; provide training and mentoring to staff and partners on key human rights, management and strategic planning issues; contribute to and backstop RRRT staff efforts in relation to regional and national training, speeches and development of policy papers.
Leadership – Participate in and contribute to the SPC Senior Leadership Team; champion corporate policy and decision-making at the programme level; act as a leader on cross-organisational issues.
Integrated programming – Lead and actively promote integrated programming across the division and support rights-based development programming across the organisation; support and coordinate efforts with the newly established Strategic Programming Unit.

Key selection criteria
• A Master’s degree in human rights law, development, sociology, or another relevant area related to human rights, such as gender studies
2. Knowledge and experience
• A minimum of 10 years of management experience in a similar role
• At least 15 years of project or programme experience in a social development field, such as gender, human rights, governance or law
• Proven experience of coordination and liaison with donors, governments and civil society
• Experience in the Pacific region and firm understanding of regional development challenges
• Proven track record in fundraising and proposal writing
• Strategic planning experience

Salary, terms and conditions
Contract Duration – Three years
Remuneration – The Director – Regional Rights Resource Team (RRRT) – is a Band 14 position in SPC’s 2017 salary scale, with a starting salary range of 4,464‒5,022 SDR (special drawing rights) per month, which currently converts to approximately FJD 13,034–14,664 (USD 6,205–6,981; EUR 5,644–6,350). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,170–2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
Languages – SPC’s working languages are English and French.
