Under the supervision of the Chief of Education/P4, in collaboration with the other sections, especially the Social Policy and Child Protection sections, coordinates and monitor decentralized programme interventions in Les Cayes and responsible for the roll out of capacity building for Government Departmental and district structures as well as NGO partners. Primary responsible for the supervision, monitoring and capacity building of programme partners, brief the Chiefs of Education, Social Policy and Child Protection on potential issues, and propose mitigating strategies. Manages relations with Departmental and district level and other implementing partners in the supported Department. Proactively look for best practices and other field innovations and keeps the whole decentralized programme under strong equity focus. Works closely with Education Specialists in Port au Prince to provide inputs and advice on roll out strategies.
How can you make a difference?
As a line manager, effective and efficient programme planning, design, implementation and administration of either a small programme or specific project activities within a major programme that focus on achievement of UNICEF’s programmatic priorities.
As a technical expert, provide timely and effective expert advice, guidance and input on situation analysis, programme strategy, planning, implementation and evaluation and human resources.
Make viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women.
Responsible for certification of allocation and disbursement of funds; determine supply and cash needs to ensure programme delivery meets targeted goals and objectives.
The incumbent is expected to provide advice and interpretation of the guidelines and organizational policies to professional and technical staff, and to contribute to the development of new guidelines as the programme evolves or the country situation demands.
We are looking for a dynamic and innovative Field Support Specialist to support UNICEF’s Haiti in the following areas:
Oversees soft education interventions including organization of section workshops, trainings, meetings, and reviews and provides suggestions to the section in the content, quality and expected outcomes from these events, as well as follows up on the rehabilitation of schools. Acts as education local focal point for the Child Protection programme against child domestic work in the South and Grand-Anse Departments.
Monitors mid and downstream programme planning, implementation and analysis at the Departmental and district levels within Education programme section.
Compiles and analyzes information on the sections’ strategies, lessons learned and best practices. Regularly reports on field programme situation, trends and issues to the Education section.
Continually reviews and evaluates the CO’s field presence including compliance with CO rules and regulations as a well as procedures and guidelines, to improve the implementation of the field presence strategy through more effective practices.
Communicates with all relevant regional authorities to keep them informed on UNICEF’s field presence developments and periodically solicits their inputs and feedback.
Manages the section’s efforts to develop the capacity of Decentralized partners through identification of needs and potential interventions, planning of capacity-building activities, and monitoring of results.
Undertake programmatic visits and spot checks in the department as part of the implementation of the Education section’s HACT plan.
Prepares relevant programme reports required for section management, donors, budget reviews, programme analysis, annual reports, etc.
Coordinates with all sections (especially Child Protection) to define and deliver cross-sectoral interventions to respond to cross-cutting needs, including support to the strengthening of existing local administrative data systems.

To qualify as a champion for every child you will have:
Education:A University Degree in education, psychology, sociology or other social science field is required.
Experience:A minimum of 5 years of professional experience in social development planning and management in education and related areas at the international level, some of which preferably in a developing country is required. Relevant experience in a UN system agency or organization is an asset.
Language Requirements:Knowledge of local language (creole) is required. Fluency in French and good working knowledge of English required.
