Under the overall direction of the Regional Education Adviser, the incumbent will be responsible for working with country offices to accelerate the prevention and reduction of out-of-school children through equity profiling, strengthened monitoring systems to prevent school drop-out, and re-integrate OOSC into learning. This will necessitate the development and use of tools to measure equity and cost effectiveness for quality education interventions alongside investment cases for scale up of good practice. This will also involve capacity development of colleagues and partners for education sector analysis and the provision of guidance for cost-effective and equitable education programmes and policies in South Asia.

How can you make a difference?

1. Economic analysis and costing of education

  • Economic analysis and costing of education interventions to support the implementation of Every Child Learns of the UNICEF SP and SDG 4 within the framework of the Shared Vision for Education in South Asia
  • Development of user friendly tools for costing and cost-effectiveness analysis to be used for Education programming at CO level
  • Support education budget analysis at CO level
  • Development of investment cases for scale up of good practice in ECD, OOSC and learning
  • 2. Out-of-school Children Initiative follow-up

  • Modelling of OOSC historical trends, OOSC profiling, future projections, improving results reporting and support to all COs for the implementation of SDG4 and the South Asia Education Headline Result
  • Support COs to accelerate the prevention and reduction of out-of-school children through equity profiling, strengthened monitoring systems to prevent school drop-out, and re-integrate OOSC into learning
  • Guide the development of the knowledge base on assessment strategies adapted to the regional context to better measure learning outcomes
  • 3. Education Sector Analysis and Plan Development

  • Support the capacity development for education sector analysis and planning in collaboration with the the UNESCO Institute of Statistics to promote capacity building initiatives on sector plans, Public Financing for Children (PF4C) and equity-focused, gender-responsive sector planning for the benefit of key UNICEF staff and Government counterparts in South Asia.
  • Strengthen UNICEF’s ability to train staff in a cost-effective and sustainable way through the development of eLearning modules on key Education Sector Analysis and Education Sector Planning themes.
  • Collaborate with UNICEF experts to support national data systems strengthening where relevant.
  • 4. Result-based management and reporting

  • Support RBM and the quality control of the development of results framework for new CPDs and Programme Strategy Notes.
  • Develop regional positions/statements based on statistical and economy analysis and support the quality control of CO reporting in the RAM/SMQ with a focus on statistical and economic analysis.
  • Support COs on the choice of indicators for programming linked to the UNICEF SP and SDG 4.
  • To qualify as anadvocate for every child you will have…

  • A university degree in one or more of the disciplines relevant to the following areas: Economics, Mathematics, Statistics along with background in Education.
  • At least eight years of progressively professional work experience at national or international levels in the area of education economics analysis, education program costing or education cost-effectiveness analysis.
  • Strong working knowledge of education indicators.
  • Strong working knowledge of Excel and of a statistical package software, e.g. Stata, SPSS. Working knowledge in Visual Basic for Applications an asset.
  • Excellent organizational skills and ability to prioritize and manage multiple tasks.
  • Knowledge and experience working with the Global Partnership for Education an asset.
  • Experience working in the UN, other international development organization or in a Ministry of Education an asset.
  • Fluency in English with excellent communication, presentation and drafting skills isrequired.
