POSITION SUMMARY

In close coordination with the Director, Strategic Information (SI) Unit, the Informatics Manager is responsible for developing and implementing a strategic vision for electronic systems used to collect, manage, analyze, report, visualize and disseminate data collected by ICAP programs; overseeing and participating in the creation, maintenance, and advancement of ICAP applications and health information systems; managing the activities of the ICAP informatics team and consultants and working with ICAP end-users to deliver technical solutions that meet their requirements.

MAJOR ACCOUNTABILITIES

Informatics

  • In close coordination with the Director of the SI Unit, develops a framework for routine data needs related to program monitoring, evaluation, and operations research activities
  • In close coordination with the Director of the SI Unit, and based on an in-depth understanding of donor or grant-supported projects, leads the development and execution of a roadmap for new and/or existing applications to support data collection, management, visualization, and use
  • Manages informatics staff and consultants through all aspects of application development including project scoping, timeline and budget estimation, resource planning and monitoring, project execution, and system support
  • Monitors Informatics Staff time against budgeted allocations in consultation with ICAP’s Operations Unit
  • Reviews proposed modifications to existing systems and works with end users to determine priorities, scope, and timelines
  • Makes recommendations on third-party software as needed and manages relationship with vendors
  • Oversees tracking, prioritizing, and addressing user-reported issues on application design, functionality, and use
  • Ensures that appropriate technical support documentation is developed and made available for all internally developed data systems and supports training activities
  • Oversees technical support to in-country SI staff
  • Performs other related duties as assigned

Data management

  • Leads the creation and maintenance of codebooks, user guides, documentation, and SOPs as needed for SI-supported systems
  • Oversees the creation and dissemination of analytic data sets from ICAP data sources to ICAP stakeholders, including ICAP staff, donors, MOH, and collaborators
  • Works with informatics staff and consultants as relevant to develop user-friendly front-end interfaces, automated routinely generated reports, queries, and analytic datasets
  • Performs other related duties as assigned

Data dissemination and use

  • Creates strategic vision for data collection, dissemination and use including adoption of innovative methods
  • Leads efforts to develop robust, user-friendly, high-quality interfaces for data visualization
  • Support increased data use across ICAP for program monitoring, evaluation, and operations research
  • Leads or contributes to SI Unit-led data dissemination activities, including NY-based meetings, webinars, brief communications, abstracts, and manuscripts
  • Supports preparation of regular and ad hoc data products
  • Collaborates with and supports requests to examine data in key content areas
  • Performs other related duties as assigned

Cross-cutting

  • Leads or participates in regular meetings of the SI Unit to keep colleagues updated on activities
  • Develops and contributes to proposals including providing key inputs regarding informatics and data use as required
  • Provide contributions in the areas of informatics and data for progress reports, continuation applications, and other donor reports
  • Performs other related duties as assigned

EDUCATION

  • Master’s degree in Computer Science, Health Informatics, Data Analytics and Visualization, Public Health or related discipline with PhD preferred.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • Minimum five (5) years of experience managing a wide variety of informatics and data projects, including demonstrated experience in directing technical staff, team members and vendors
  • Demonstrated experience with application development and data collection and management
  • Expertise in documentation, presentation tools, and project management tools
  • Excellent critical thinking, analysis, meeting facilitation, verbal and written communication, interpersonal interactions (e.g., partnering, conflict management, consulting, etc.), and organizational skills
  • Demonstrated experience working with large, health-related datasets
  • Demonstrated experience presenting data in a variety of tabular and visual formats
  • Experience supervising staff, working in a team environment and working independently with minimal supervision
  • Strong project management, organizational, and administrative skills
  • Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, etc.)

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS

  • Minimum of two (2) years of experience working with health management information systems
  • Experience working with U.S. government or other bilateral donors, especially CDC
  • Experience collaborating with MOHs, NGOs and/or CDC
  • Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs
  • Experience in developing and/or managing DHIS2-based aggregate database systems

TRAVEL REQUIREMENTS

  • Requires international travel up to 3 trips per year with each trip lasting approximately 7 days
