TERMS OF REFERENCE

Purpose: To Produce a Narrative Report on a Survey from Available Data Sets

Background

Deep into its 7th year, the ongoing conflict in Syria has forced thousands of Palestine Refugees from Syria (PRS) to flee into Jordan in search of safety and protection. By the end of October 2017, UNRWA had recorded a total number of 17,246 PRS in Jordan. All new arrivals are assessed by UNRWA Emergency Social Workers who conduct a vulnerability assessment in the houses of PRS. These assessments are followed up with verification visits throughout the year. The vulnerability assessment takes into account a number of economic and social factors that determine the level of vulnerability of the PRS individual or family and places them into one of three categories of vulnerability: a) less vulnerable; b) vulnerable; or c) extremely vulnerable.

The Jordan Field Office conducted a Verification Exercise (VE) among Palestine Refugees from Syria during the third quarter of 2017 that covered 3,963 families. The data was collected by Social Workers and entered using a special format of the Activity-Info database. The questionnaire was designed to collect information on household and individual levels, such as identification information, usage of the cash, accountability, security and protection, education, legal status, GBV and child protection/disability, general protection and health.

Description of Duties and Responsibilities

  • Receiving the collected and tabulated data from Emergency Coordination Unit;
  • Reviewing survey questionnaire used for the assessment;
  • Checking the validity of the compiled data;
  • Analyzing the data and writing draft narrative report with illustratiions;
  • Presenting finding of the survey;
  • Reviewing and submitting final narrative report.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

  • A Master degree or equivalent from an accredited educational institution in a relevant field;
  • Minimum 8 years of experience in statistical analysis and survey report writng;

§ Significant understanding of the Syria crisis context and/or the region;

§ Experience in data collection, entry, management and analysis of quantitative surveys;

  • Robust English writing skills.

DESIRABLE QUALITIFCATIONS

· Experience in humanitarian affairs;

· Experience with the United Nations or INGOs.

Competencies

· Strong report writing skills in English and having the ability to be concise and analytical in crafting the research report;

  • Strong interpersonal and written/ verbal communication skills;
  • Proven ability to work with tight deadlines;
  • Ability to articulate ideas in a clear and concise manner;
  • Ability to establish and maintain effective working relationships.

Purpose and deliverables

The purpose of this consultancy is to produce a narrative analytical report from a series of data sets. The report findings and conclusions will be shared with donors, and used for decision-making and further planning.

Output

  • A summary narrative report with relevant illustrations (summary tables and graphs).;
  • A power point presentation

Terms and Conditions

  • Duration of the consultancy is a five day consultancy.
  • Fees will be paid upon successful completion of the deliverables and submission of an invoice.
  • Remuneration for this consultancy is $100 per day.
