Purpose of the Assignment

The Finance Specialist is responsible for efficient financial resources management and the provision of accurate, thoroughly researched and documented financial information and transparent utilization of financial resources. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Specialist promotes a client-oriented approach consistent with UNICEF’s Rules and Regulations.

  • Expected Deliverables

    CORPORATE FINANCIAL STATEMENTS

  • Prepare corporate financial statements, in compliance with International Public Sector Accounting Standards (IPSAS), including all the necessary supporting schedules and notes.
  • Prepare analysis and feedback to queries from internal and external stakeholders related to corporate financial statements.
  • Provide expert advice and support in regular book closure and year-end closure process
  • Take lead in monthly, quarterly and year end closing schedule and calendar of activities
  • FINANCIAL OVERSIGHT AND MONITORING

  • Exercise periodic monitoring over transactions and account balances to ensure recording and reporting in accordance with UNICEF’s Financial Rules and Regulations and other applicable Organizational Procedures and Instructions.
  • Take a proactive approach in identifying issues related to data quality and liaise with related parties in the organization to ensure timely and necessary corrections.
  • Maintain a log of issues identified, analyze data and draw a holistic action plan to improve processes and establish necessary controls based on lessons learned.
  • Contribute to developing and maintaining strong control environment around financial reporting.
  • Ensure that all deadlines applicable to book closure and reporting are met.
  • 3. INTERNAL AND EXTERNAL AUDIT COORDINATION SUPPORT

  • Collaborate with oversight bodies (e.g. UNBOA, OIAI, Evaluation Office, JIU, donors, etc.) to provide answers and to follow to resolution of audit observations and recommendations
  • Provide support to Chief of Financial Reporting and Senior Head of Financial Statements and Audit during Internal and External audit processes.
  • Monitor, manage and take follow-up actions on both Internal and External audit recommendations with HQ Divisions and field offices.
  • Qualifications of Successful Candidate

    Education

    Professional certification in accounting from an internationally recognized accountancy body (CA, CPA, ACCA, CIMA, CIPFA etc.) or equivalent is desirable; or an advanced university degree (Master’s) in financial management related fields such as Accountancy or Finance or related field..

    Years of relevant experience

    A minimum of 5 years of professional experience in financial management or audits in an international organization and/or large corporation is required. Experience in a UN system agency is an asset.
