Background information – ICT

The UNOPS ICT Unit is part of the Finance Group within UNOPS and is responsible for architecting, designing, delivering, and managing all UNOPS ICT infrastructure and business applications. The ICT function within UNOPS is currently undergoing a transformation from being a service provider to becoming a strategic business partner. This transformation requires addressing several foundational aspects of enterprise IT as well as embedding innovation and harnessing of cutting-edge technology to deliver solutions to UNOPS that truly address business needs as well as provide greater effectiveness, efficiency and differentiation to UNOPS products and services. ICT’s place within the UNOPS Finance Group also enables the transformation by ensuring that IT decisions are made with a strategic focus on costs, benefits, and risks.

We are looking for highly skilled and motivated individuals who will help us position UNOPS ICT as a truly transformative part of UNOPS.

Functional Responsibilities

Under the supervision of the CIO, the Head of ICT Delivery will be responsible for managing the ICT Infrastructure, ICT Development, and ICT Systems Support teams to ensure the professional and efficient delivery of ICT products and services that meet ICT architectural standards defined by the ICT Enterprise Architecture and Platforms function as well as business requirements, and design and quality standards stipulated by the ICT Business Solutions function.

The ideal candidate:
1. Provides leadership and management of the ICT Delivery function

  • Acts as a mentor for the team and provide expert guidance to the team on relevant functional and technical matters
  • Embeds a spirit of learning and continuous development within the team to ensure continued professionalisation of services provided and fine-tuning of professional craftsmanship.
  • Sets team objectives, performance measurements, standards and results expected to ensure timely and client focused services. Monitors implementation and oversee progress.
  • Establishes team priorities, and supervise the implementation of work plans.
  • Promotes teamwork and collaboration by providing the team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.
  • Fosters a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
  • Ensure coordination and open communication and activities between technical teams.
  • Provides substantive input to the CIO on continuous improvement plans.

  • 2. Provides technical expertise to the ICT Delivery function:

  • To the ICT Infrastructure team in all areas with an emphasis on the following:**

  • DevOps and quality guidelines and standards.

  • Cybersecurity and related areas.

  • Identification of continuity / disaster recovery risks.

  • Implementation of business continuity and contingency plans including reliable backup and restore procedures.

  • Use of cloud infrastructure / Infrastructure as a Service (IaaS).

  • To the ICT Development team in all areas with an emphasis on the following:

  • Review and advise on detailed technical design specifications developed by junior levels.

  • Assistance in sizing technical requirements.

  • Code standards and guidelines to ensure high-quality and maintainability of code artifacts.

  • Use of appropriate data structures and code design / algorithms to address specific solutions design.

  • Review of modules for quality assurance.

  • To the ICT Systems Support team in all areas with an emphasis on the following:

  • Solutions for self-service support.

  • Metrics for measurement of system support efficiency.

  • Metrics for measurement of system stability and defect rates

  • Additionally within the ICT delivery function the ideal candidate:

  • Contributes to strategic planning and provides guidance and expertise on technical matters.

  • Works closely with enterprise architects to assure all systems are in line with ICT’s long-term strategy.

  • Works closely with the ICT Project Management and Support office to oversees the development of estimates and operational requirements to enable accurate planning with realistic timelines.

  • Coordinates and collaborates with team leads within the ICT Delivery function to deliver systems capabilities.

  • In coordination with the ICT Project Management and Support office and ICT Delivery team leads, serves as a technical liaison between ICT and suppliers / outsourced / external partners to provide technical solutions that address business requirements.

  • Checks and ensures compliance with relevant ICT standards, policies and procedures.

  • 3. Embeds relevant knowledge management and innovation within the ICT Delivery function as well as across the organisation:

  • Contributes to the development of internal capacity across the organization in the area of ICT.

  • Constantly monitors and evaluates UNOPS policies, procedures, methods, tools and associated systems to ensure its utility, applicability and efficacy.

  • Recommends new policies and procedures and introduce innovation and best practices in business operations to enhance services.

  • Leads / organises training and awareness / showcasing events and design / set training agendas to build capacity of stakeholders across the business.

Education/Experience/Language requirements

Education requirements:

  • Master’s Degree, preferably in Computer Engineering, Computer Science, Technology Management, Mathematics or other relevant discipline is required.
  • A Bachelor’s degree in combination with additional two years of experience may be accepted in lieu of master’s degree.
  • Secondary education in combination with additional six years of experience may be accepted in lieu of a master’s degree.

Experience requirements:

  • Minimum 8 years of experience required in the area of DevOps, Infrastructure, Development, and software support.
  • Minimum of 5 years in a senior leadership / management role.
  • Hands-on experience with managing and maintaining enterprise-level infrastructure and business
    applications in large, complex environments is required.
  • Hands-on experience with the .Net framework, C#, ASP.Net, JavaScript, responsive web development, MS SQL and understanding of web services is required.
  • Knowledge of popular document DBs and graph DBs (MongoDB, Neo4J, etc.) would be a distinct advantage.
  • Knowledge of popular Javascript frameworks like Angular, React, etc. would be an advantage.
  • Knowledge of foundation aspects on machine learning and prediction algorithms highly desired.
  • Experience developing / managing solutions for Unit4 Business World (UBW) ERP is highly desired.
  • Excellent communication skills and exceptional understanding of IT.

Language requirements:

  • Full working knowledge of English is essential.
  • Knowledge of another official UNOPS language is an asset.
