Job Title Intern – Refugees and Migration / Conflict, Fragility and Resilience team
The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
The OECD’s Development Assistance Committee (DAC) brings together bilateral donors along with key multilateral donors to exchange expertise and lessons learned in order to help developing countries reduce poverty and achieve the Sustainable Development Goals.
In 2016, the Development Assistance Committee High Level Meeting agreed to “enhance the effectiveness of our ODA to respond to the refugee crises and to sharpen our focus on identifying and addressing the root causes of conflicts, forced displacement, and refugee flows” and to “improve the consistency, comparability, and transparency of our reporting of ODA-eligible, in-donor refugee costs, by aligning the respective methods for calculating these costs”.
To do this, the DAC worked through a Temporary Working Group on Refugees and Migration, focusing on:
· Better programming to deliver comprehensive solutions to refugee crises.
· Clarifying the Reporting Directives and improving the consistency and transparency of reporting of in-donor refugee costs.

The Intern will support the OECD in phase two of its work on refugees and migration in developing countries.
Objectives of the internship
· Learn about policy development processes, especially related to refugee response, in a multilateral organisation and gain detailed insights on the current debate on Official Development Assistance and development and humanitarian programming in refugee countries of origin, transit and destination.
· Deliver a number of concrete outputs (background research, analytical work, reports, meetings, and outreach related activities) linked to conflict and fragile states.
General scope of work
· Attend, participate in and report on seminars and workshops as well as Development Assistance Committee and other related OECD meetings.
· Analyse and formulate, directly or through work with others, background papers and/or substantive documents for consideration by the DAC or its relevant working groups and initiatives.
· Conduct background research and distil material into concise background notes as basis for good practice notes or other policy papers on responses in developing countries of refugee origin, transit or destination.
· Design and organise seminars and workshops.
· Liaise with professionals in development co-operation institutions, with subject matter specialists in academia and policy research institutes in DAC Member Countries and developing countries, and with relevant Directorates and associated bodies within the OECD.
· Support the team’s publication process and lead on selected aspects of the publication cycle (e.g. quality assurance, editing, and liaison with publications staff).
A set of specific deliverables depending on the current work programme and needs of the team will be agreed upon arrival. It might include the following items:
· Support the development of programming guidance for developing countries that are refugee countries of origin, transit or destination.
· Contribute to the preparations for meetings of the DAC and its subsidiary bodies, especially the International Network on Conflict and Fragility (INCAF) on refugee and migration related issues.
· Support outward facing meetings of OECD personnel on matters related to refugees, including field visits.
An internship at the OECD shall be open to a person who is enrolled as a student in an educational or research institution recognised as such by the Organisation. It may also be open to a person who is in receipt of a grant or fellowship, provided that this person and the institution providing the grant or the fellowship meet all the conditions respectively applicable to them under OECD Policy.
