CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultant for the Development of Internal Audit Manual

Description of Duties and Responsibilities

· Review of current documents available within Assurance and Advisory Services Division (AAS) in the Department of Internal Oversight Services (DIOS), within the UN network, and leverage off best practices throughout the industry and in conformity with the professional standards.

· Solicit input from other divisions within DIOS (Evaluation, Investigation and Ethics) to obtain input to develop protocols for collaboration.

· Drafting of the internal audit manual based on input above.

· Incorporation of view-points of all stakeholders (including future users) to ensure the manual is practical and reflects the UNRWA environment.

· Finalization of the manual containing practical guidance, tools and templates and procedures to manage the internal audit activity with regards to planning, executing field work, reporting of audit engagements, follow up on audit recommendations, and quality assurance.

· Tailored action trainings for staff. The training should consist of internal targeted workshop(s) followed by the supervision and advice.

· Support and advice to Chief, AAS and Senior Auditors to ensure alignment of implementation of framework.

Essential Qualifications and Experience

· An advanced University degree (Masters or equivalent) from an accredited educational institution in accountancy, business administration or other discipline related to the main duties and responsibilities noted above;

· Certification of a professional body of auditors such as Chartered Association of Certified Accountants, Institute of Certified Public Accountants or Information Systems Audit and Control Association or Institute of Internal Auditors;

· A minimum of 10 years of relevant experience.

DESIRABLE QUALIFICATIONS

· Working knowledge of UN oversight rules, regulations and procedures;

· Good knowledge of the conditions prevailing in the Agency’s areas of operations with the ability to appraise and evaluate the implications of economic, political, cultural and historical variables in those regions.

Competencies

· Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity and gender balance;

· Strong analytical skills, good judgement coupled with excellent communication skills in spoken and written English, in particular strong ability to draft reports and instructions in a clear and concise manner.

CONDITIONS OF SERVICE

· The duration of the assignment is 4 months with approximately 8-12 weeks on site in Amman;

· Remuneration for this consultancy will depend on the qualifications, experience and previous remuneration history.
