The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181.The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. More information on WSSCC can be found on the website at www.wsscc.org.Reporting to the Executive Director, the Programme Director and Deputy Executive Director is responsible for overall management of the Council’s advocacy, policy and implementation activities at the country and regional levels and fully deputizes the Executive Director for institutional leadership functions. These responsibilities include the supervision of negotiation, implementation and evaluation of all country and sub-regional activities and representing the organization. The PD provides overall direction for advocacy and policy dialogue and is responsible for monitoring and verification, field projects, and partner engagements including governments, private sector, United Nations agencies and non-governmental organizations.

Functional Responsibilities

  • Ensures that the focus, mission, and technical approaches of the organisation are applied systematically throughout its normative and operational portfolio of activities, and are rooted in the specific requirements and contexts of individual countries and regions.

  • In consultation with the Executive Director and relevant managers, defines opportunities for portfolio growth and improvement, at the service of the priorities established by the national coordination committees, and endeavours to facilitate the mobilisation of resources whenever appropriate and possible, in consultation with the RM Unit.

  • Is responsible for ensuring that the Technical Unit provides the various regional units and their respective country programmes with the required technical and methodological services to ensure that their interventions are successful, and directs the head of the technical unit to intervene, directly or through the staff of the unit, in substantive support and policy dialogue at the country and regional level wherever appropriate.

  • Directs all units under the Division to consistently apply and promote in country, and at regional level where appropriate, the corporate policies, messages, communication campaigns, resource mobilisation initiatives, that are fully consistent with those of the Council, as produced or normalised by the relevant departments, and also ensures that relevant feedback, such as communication issues, or innovative country level experiences of broader relevance are promptly shared with the relevant departments. In particular, ensures that:

  • Active resource mobilisation takes place within the sub- regional and technical Units, in full consultation with the relevant division,

  • the active engagement of the Council’s membership present in the respective countries, sub regions or sectors where the division operates is facilitated by all staff in the division, and that relevant developments are shared with the office of the Executive Director

  • Ensures that all required services from the United Nations Office for Project Services, the operations’ monitoring and evaluation requirements, as well as the services of the Finance and operations Unit are provided to all units within his division, and liaises regularly with the relevant office to this effect.

  • Ensures constant feed back between the work carried out within the division, and the communication, planning, and advocacy divisions.

  • Prepares periodic budget projections for the division, for consideration by the Executive Director. Once a resource allocation is approved, is responsible for overseeing its implementation in accordance with the rules and procedures of UNOPS.

  • Performs other related duties as required.

Education/Experience/Language requirements

Education

Masters Degree in Public Health, Development Studies, International Affairs, Project Management, Social Studies or related fields is required

Experience

Minimum twelve years of relevant professional experience progressively responsible in program implementation and management with greater independence and decision-making authority

Language

Fluency in both written and spoken English is required. Working knowledge of French is desirable.
