In 2017, UNICEF Brazil rolled-out an innovative new Country Programme Document 2017-2021 and works to deliver the Country Programme at local level through its main territory-wide initiatives. One of these initiatives is the Platform for Urban Centres (PCU), present in ten Brazilian cities, including São Paulo.

The year of 2018 is the second year of the third cycle of the Platform for Urban Centres. This new cycle of the PCU has important knowledge management, advocacy, coordination and information dissemination to which a support for the São Paulo Chief Field Office is needed for an efficient, effective, and timely programmatic implementation.

The office is also responsible to support corporate partnerships and fundraising.

How can you make the difference?

Under the supervision and guidance of the Chief Field Office, the Programme Associate supports the respective section by carrying out a range of procedural, administrative, operational and programme related tasks to help develop, implement and monitor the country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

1. Support to programme development, planning and execution

  • Researches, analyzes, verifies, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate preparation of reports, working papers and presentations.
  • Drafts project documents, work plans, budgets, and proposals on implementation arrangements;
  • Carries out transactions in SAP ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary;
  • Monitors and tracks the efficient distribution of supplies that are required for effective programme delivery.
  • 2. Support to monitoring and reporting of programme results

  • Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results;
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
  • 3. Support to the administration of the Zone Office

  • Ensures maintenance of premises, computer, communication and other related equipment.
  • Coordinate all administrative, logistical arrangements for meetings, workshops, seminars and other events;
  • Supervise outsourced services delivery per UNICEF administrative rules, including supervising janitorial and administrative staff;
  • Update the Inventory Report and prepare a new request to the Property Survey Board. Follow up and control all operational supplies and expenses of the office;
  • Conduct bidding processes under USD 2500 for Programme and Operations and manage the office Petty Cash.
  • 4. Support in knowledge management and capacity building

  • Researches, analyzes, verifies and synthesizes information on best practices and lessons learnt to support knowledge development and capacity building;
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to programme processes and procedures which aim to build capacity of stakeholders.

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of six years of administrative or clerical work experience is required, of which at least one year is closely related to support of programme activities.
  • Fluency in English and Portuguese is required. Knowledge of Spanish will be considered an asset.
