The Centre of Excellence for Project Management and Infrastructure (CoE) is a unit within the UNOPS Jerusalem Office that has a team of experienced and certified specialists in infrastructure and project management fields that can provide consulting, support services, leadership, and advocacy to support UNOPS Infrastructure & Project Management Group (IPMG) optimize quality of applications.

The Road Engineer will report directly to the head of the CoE, and will be responsible to evaluate whether the proposed design solutions meet minimum requirements as stated in the applicable UNOPS design planning manual. He/she will demonstrate that the identified design solution has addressed UNOPS performance requirements for transportation infrastructure design. Additionally, the Road engineer will seek additional information or explanation, if necessary, to understand the rationale for decisions contained in the design toward ensuring minimum requirements for life safety and functionality for the proposed design.

Functional Responsibilities

With the responsibility to facilitate consistent and accurate review of UNOPS Transportation infrastructure, upholding high standards and providing critical feedback/recommendations, specifically, the functional responsibilities include:

  • Support the CoE team in assuring the safety and quality of designs for UNOPS Transportation infrastructure. Applying his/her technical expertise and professional experience to evaluate whether the proposed design solution meets the specified requirements, and at minimum the requirements of UNOPS applicable design planning manual.

  • Highlight the need to seek additional information or explanation, if necessary, to understand the rationale for decisions contained in the design.

  • Work closely with the CoE team to provide technical feedback, observations and advice that will lead to the improvement of transportation designs to meet the requirements.

  • Assist the CoE team in completing the relevant design review checklist and/ or compiling the design review report including the feedback, observations and design review findings.

  • Ensure that the identified design solution has met the functional statement of the applicable UNOPS design planning manual and is compliant with UNOPS policy for sustainable infrastructure.

  • Ensure that UNOPS design planning manual and any relevant national or international standards must be jointly applied and compliance with the more stringent standard is required.

  • Ensure that the design solution complies with and, in some cases, surpass national standards related to life safety.

  • In the performance of his/her services, the Road Engineer will provide independent technical evaluation and recommendations, free of conflicts of interests, and be able to maintain the integrity of the technical opinion against project pressures.

  • Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

  • Maintain effective communication with CoE team members and with project team.

  • Perform all aspects of design review for transportation infrastructure under minimal supervision; wok is reviewed for adequacies on completion.

  • Review transportation design drawings, technical specifications, and BOQs in terms of accuracy and suitability to overall design requirements, identifying aspects where designs do not comply with minimum codes and standards and UNOPS policies, and providing practical guidance for design improvement

  • Perform quality control, design review for different transportation design works including but not limited to:

  • Civil Roadway design

  • Highway design

  • Drainage / storm water design

  • Traffic engineering.

  • Applying technical expertise and professional experience in support to design development, the Engineer will support projects by providing guidance in the design development of transportation related works to achieve technical objectives.

  • Use computer-assisted engineering and design software as necessary to perform design review / design support tasks, such as:

  • AutoCAD.

  • Structural analysis software :ETABS, SAP, STAAD or similar

  • Project Scheduling software such as Primavera, MS Project or similar

  • GIS based Traffic software

  • BIM based software

  • Hydraulic simulation software

  • Knowledge of the following:

  • Modern and complex principles and practices of civil/road engineering.

  • Methods and techniques of project scheduling.

  • Principles of municipal budget preparation and control.

  • Principles and practices of construction management.

  • Sanitary engineering, waste engineering and wastewater reclamation regulations.

  • Wastewater treatment, collection and disposal.

  • Traffic engineering.

  • Transportation planning and traffic forecasting models.

  • Civil engineering hydraulics for water, wastewater and reclaimed water systems including pumps, pipes,

  • Environmental engineering.

  • Construction safety practices.

  • Design and construction of roadway asphalt construction

Education/Experience/Language requirements


  • Master’s Degree in Transportation Engineering or relevant field is required.
  • A Bachelor’s Degree in Transportation Engineering or relevant field with two additional years of relevant experience may be accepted in lieu of a Master’s degree.
  • Professional Certification by International Engineering Bodies is highly desired.


• Progressively responsible experience in Transportation infrastructure design/ design review and/or implementation; specific specialization in Road design works is required.

• Technical infrastructure engineering/design production experience with focus on stakeholder coordination and effective resolution of technical issues of disagreement in development context is required.

• Experience in Bridges design (Beam Bridges, Suspension Bridges, Flat Slab Bridges, Culverts, etc) is highly desired.

• Experience in Transportation infrastructure design/ design review and/or implementation; in developing country context is required.

Language Requirements

• Fluent in Arabic and English languages, verbal and written.
