Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Nature of the Consultancy:

The ‘Greater Mekong Sub-Region and Malaysia: Migrant Assistance and Protection Program (MAPP)’ is a regional program addressing migration challenges faced in the Greater Mekong Sub-region and Malaysia. The objective of the program, which is implemented in Cambodia, Lao People’s Democratic Republic, Malaysia, Myanmar, Thailand and Viet Nam, is to contribute to the protection and increased resilience of vulnerable migrants, including those in crisis situations.

Within the region, the high cost of labour migration often results in aspirant migrants entering into debt in order to pay for migration. This can carry significant risk for migrant workers, particularly when they incur debt towards brokers or money-lenders charging excessive interest rates. The pressure to repay debt or avoid the loss of collateral used to obtain loans can increase their likelihood of accepting abusive working conditions or falling into situations of debt bondage.

On return to their country of origin, studies have shown that the majority of migrants do not return with increased savings, and in the case of Myanmar, almost half return with fewer savings than they originally had. A number of migrants also experience financial challenges upon return to their country of origin, particularly in Cambodia, including problems linked to the repayment of debt.

Under the overall supervision of the Chief of Mission of IOM Thailand, and the direct supervision of the Programme Coordinator, the consultant selected for this position will conduct a study examining how debt and financial instability impact on the success and sustainability of the return and reintegration of migrants, building on primary research undertaken in the region as well as upon the existing body of work which has been carried out on the nexus between debt, migrant vulnerabilities, human trafficking and the viability of migrant returns. The study will also include structured recommendations on how to reduce or alleviate the burden of debt experienced by migrant workers, considering not only ways to reduce costs associated with migration but equally suggestions for improving financial literacy among aspirant, current and returned migrants, as well as ways to support migrants with repayment plans.

Core Functions / Responsibilities:

Tasks to be Performed Under this Contract:

The Consultant will undertake the following responsibilities:

• Conduct a literature review, map available data sources and prepare and submit Inception

Report, highlighting proposed research methodology, leading research questions and work plan;

• In coordination with IOM, select target locations for primary data collection within the region, and undertake primary data collection through key informant interviews and/or surveys;

• Based on both primary and secondary data sources, prepare and submit draft study on the impact of debt on the viability of migrant returns;

• Based on feedback, finalize the study, complete with recommendations on how to reduce or alleviate the burden of debt experienced by migrant workers in the region.

Tangible and Measurable Output of the Work Assignment:

At the end of the contractual period, the following outputs will be delivered:

• Study on the impact of debt on the sustainable return and reintegration of migrants, including feasible recommendations on how to reduce or alleviate the burden of debt experienced by migrant workers in the region.

Realistic Delivery Dates and Details as to How the Work must be Delivered:

• By 15 June 2018 > Submission of an Inception Report containing a detailed work plan, clear methodology with leading researching questions, and identification of target locations for data collection and relevant stakeholders/key informants (USD 3000).

• By 22 June 2018 > Submission of travel itinerary (USD 2500 first installment of travel and subsistence allowance).

• By 31 July 2018 > Submission of boarding passes and hotel receipts (USD 2500 second installment of travel and subsistence allowance)

• By 24 August 2018 > Submission of draft study in English, including specific and feasible recommendations (USD 7000)

• By 21 September 2018 > Submission of final study in English, based on feedback provided

(USD 10,000).

Required Qualifications and Experience:


• MA, MSc or PhD in International Affairs, Political Science, Law, Human Rights, Migration

Studies or a related field.


• At least five (5) years of progressively responsible work in the field of international affairs;

• A minimum of three (3) years of relevant experience in conducting quantitative and/or qualitative social and economic research;

• Proven experience in designing surveys and undertaking data collection;

• Integrity and ability to handle confidential information in accordance with policies and protocols on use of information, data and research;

• Knowledge of migration trends in Southeast Asia;

• Demonstrated experience in working with international organizations, governmental institutions and non-governmental organizations;

• Excellent ability in writing and drafting of reports;

• High level of computer literacy, including Microsoft Word, PowerPoint and Excel;

• Excellent analytical, communication and negotiation skills;

• Ability to work under tight timelines;

• Ability to multi-task and work efficiently with minimal supervision;

• Strong intrapersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

• Prior experience with IOM or a relevant UN agency will be considered an advantage;


• Fluency in English is required. Working knowledge of any local languages spoken in the

Greater Mekong Sub-region and Malaysia will be considered an advantage.
