Enhance MOSS capacity in alternative care system in line with international best practises.
Draft proposal for accreditation scheme in collaboration with local and international partners.

MIS Roadmap for case management unit developed, endorsed by MoSS and initiated.
Assessment for rehabilitation and reintegration services in MoSS conducted. Roadmap/ pilot process to strengthen rehabilitation and reintegration services developed. Inter-agency collaboration to design specialized protocols facilitated and strengthened.
2- ACTIVITIES, DELIVERABLES AND TIMELINES
Technical support to Moss in alternative care, accreditation and services activities:
Provide technical input and coordination to the planning process of the implementing the mapping and profiling exercise of social workers and care givers in MoSS. Assist with the technical analysis; review and contribute to the finalization of the social work reform policy proposal.
Support evidence based programming by conducting desk research and developing advocacy materials (policy briefs, concept notes, work plans) to support program planning with regards to developing the accreditation scheme and establishing rehabilitation and reintegration centers in MoSS.
Provide technical input and coordination to the planning process of the implementing the accreditation scheme. Participate in national consultations with MoSS, steering committee, partners to advocate and assist counterparts in the planning, design and implementation. Facilitate networking and collaboration with other local and international partners to support the development of the scheme.
Provide technical input and operational support to MoSS in the planning, design and implementation of alternative care activities. Participate in consultative workshops and contribute to the mapping of the alternative care system, finalization of alternative family care sub-unit SOPs, standards and facilitate the coordination of the alternative care exchange visit.
Provide technical input and operational support into the planning and implementation of capacity gap assessments for social workers and psychologists. Prepare for and participate in all capacity building activities, consultative workshops with regards to adapting the core curriculum and developing specialized modules.
Contribute to theoperationalization of the case management unit. Provide technical input and facilitate coordination between MoSS and other governmental partners, NGOs in the design, preparation and monitoring of the case management unit at national and sub-national levels.
Facilitate the coordination and implementation of the IMS for the case management unit at MoSS and its integration with CPCs.
Provides technical assistance to MoSS and other partner NGOs in the design, preparation and monitoring of developing specialized protocols for serious forms of violence.
Contribute to thereview/lessons learned of the first year of implementation.
Operational support to MoSS AWP implementation:
Carry out the coordination, facilitation between MoSS and program partners; government, NGOs and others.
Carry out ongoing documentation of project activities, workshops, consultations taking place and field visits. Ensure regular monitoring and quality assurance of project activities.
Conduct field visits to existing project areas, to assess implementation and monitor progress. Collect information, identify problems, constraints.
Analyze collected data and information to prepare progress reports; draft changes in work plans and assist in identification of required supplies and equipment.
Support the preparation and coordination of visibility materials, knowledge dissemination products to facilitate knowledge sharing between MoSS and other program partners.
Support to country office program management:
Support the preparation of program planning documents; donor reports, annual reports, mid-term/annual review reports as well as documents to be shared with external counter-parts, agencies etc.
Support with the coordination of program activities, preparation and review of implementation documents (ToRs, contracting documents, budgets, partner reports, program evaluations etc).
Support the availability of accurate, complete and up-to-date information required for effective programming and project design, implementation, management, monitoring and evaluation.
Assist with needs assessment and situation analysis, contribute to prioritization of programme interventions and planning conducted. Proposes adjustments in strategies and operational procedures affecting project implementation and management.
Support partnership management and collaboration; build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on child protection. Provide technical input, review and edit partner proposals, budgets, technical quarterly reports, progress and evaluation reports.

Review and technical input provided in design and development of proposed accreditation scheme institutional model and child protection accreditation standards.
Desk research on best practices on alternative care practices conducted, Road map for alternative care activities, social worker’s assessment and capacity building developed.
Consultations on alternative care sub-unit SOPs coordinated and documented. Review of drafted SOPs conducted.
Preparation and coordination of alternative care exchange visit conducted. Review of exchange visit documentation report conducted.
Consultative workshops on case management sub-unit SOPs coordinated. Review of drafted SOPs conducted.
Consultations with MoSS IT center over IMS for case management unit conducted, roadmap developed, discussed with MoSS and endorsed. Coordination of program supplies delivery.
Technical input provided in designing assessment of potential rehabilitation and reintegration centers. Coordination during implementation of assessment conducted. Operational plan to establish rehabilitation and reintegration centers developed.
Inter-agency consultation workshops to design specialized protocols for serous forms of violence coordinated and documented. Technical input provided in design of draft specialized protocols.
4- QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Advanced degree in development or social sciences.
Substantive knowledge in child protection; systems and policy with particular relevance to the
Egyptian child protection system.
Substantial knowledge on Egyptian legal system and procedural framework with regards to child
Ability to travel to different governorates on a monthly basis.
5- CONDITIONS OF WORK
The consultant will be office based on a full-time basis with travel of average 2 days per month.
