    Purpose of Assignment:

    To document and summarize the inputs, discussions and agreements taking place during the Regional SEA-PLM Consultation meeting (3 ½ day) and the 9th SEA-PLM Steering Committee meeting (½ day), scheduled from 7-10 August 2018.

    These meetings occur as the SEA-PLM field trials have been completed across seven (7) countries in the Southeast Asia region, and are now preparing for implementing the first SEA-PLM main survey.

    The SEA-PLM is the first regional large-scale assessment developed for Southeast Asia and reflective of the vision set out in the ASEAN Charter for One vision, One identity and One community. Its main objective is to support countries across Southeast Asia to better measure and understand the status of children’s learning achievement by applying culturally appropriate metrics to learning outcomes associated with reading, writing, mathematics and global citizenship. This will be the first ever regional learning assessment conducted across Southeast Asia and will provide unprecedented means of understanding student performance in the region.

    The meetings will facilitate discussions around the regional frameworks and agreements for SEA-PLM, identifying a unified approach to strengthen rapport and to ensure compliance with country specific requirements for implementing SEA-PLM over the next 2 years.

    During the Regional SEA-PLM Consultation and the 9th Steering Committee Meeting, the following key subject-matters will lead the agenda:

    1. Long-term structure for the SEA-PLM governance to ensure its sustainability and regional foundations.

    2. Regional quality standards for measuring learning across countries with the SEAMEO/ASEAN region.

    3. SEA-PLM Technical Standards to ensure they are regionally-appropriate and reflects best practice for assessment within the Southeast Asian region.

    4. Sampling framework for SEA-PLM main survey defining the overall requirements and the process to be expected when developing equity-based sample design for each country.

    The Regional SEA-PLM Steering Committee will focus on the start-up of the SEA-PLM main survey and relevant high-level contributions related to key subject-matters as described in the above.

    The rapporteur is required to ensure that the key discussions points and decisions made over the course of the four days, including the conclusions, lessons learned and key recommendations, are recorded for future reference.

    The consultant will be required to provide bullets per day on the main points agreed at the meeting to present at the end for validation and compose a final report.

    Work Assignment:

    Under the supervision of the SEA-PLM Project Manager, the rapporteur will provide high quality services and demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds. The rapporteur will ensure effective and efficient provision of services, and full confidentiality in all aspects of the assignment.

  • Ensure that s/he gets familiar with the topics of the concerned meeting, names of countries, and organizations of participants.
  • Meet before the meeting to define the plan, tasks and steps applied in the meeting.
  • Take note the questions/discussion/remarks/replies from interactions among speakers and participants that link to each session.
  • Document the key findings, conclusions and suggestions during the Consultation meeting and the Steering Committee meeting.
  • Submit a draft report of the Consultation Meeting (incl. 1-page executive summary, max. 15 pages) and minutes of the Regional Steering Committee meeting to the SEAPLM Project Manager for comments/reviews.
  • Consolidate comments and submit the final report and minutes.

    Tasks: Act as Rapporteur during the meeting and capture all discussions, quotes, proper documentation of the meeting, etc.

    Final report (from Consultation) and minutes (from Steering Committee) to consolidate all findings/conclusions from/during the meetings and incorporate comments/feedback to the draft meeting report.

    Estimated Duration of Contract: 7 working days over the period of 7-24 August 2018

    To qualify as an advocate for every child you will have…

  • University degree in English language, international relations, or related areas.
  • Excellent oral and interpersonal communication skills in English.
  • Proven ability to produce conference reports to a high quality professional standard.
  • Familiarity with Education technical language is preferred.
  • Ability to work under pressure in an organized and systematic way.
  • Ability to work unsupervised and independently.
  • Willingness to cooperate with country focal points to facilitate their outputs.
  • Able to maintain attention for extended periods of time and to maintain high quality outputs.
  • Demonstrated ability to work as part of a team.
  • Consultant based in Bangkok is also preferable.
