Assignment Title:

Consultancy to Develop Regional Strategy for Rangelands Management in Arid and Semi-Arid Lands (ASALs) of the IGAD Region

The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of the Regional Pastoral Livelihoods Resilience Project, and intends to apply part of the proceeds for consulting services.

Objective and Scope of the Assignment

Under the overall supervision of the IGAD RPLRP coordinator and technical supervision of the ICPALD Head of Livestock and Fisheries, and in close consultation with the RPLRP National Team leaders of Ethiopia, Kenya and Uganda, the Consultant will be responsible for establishing prevailing gaps by reviewing literature and national policies related to rangelands management, observing community-based and individual rangelands management practices in the IGAD region and develop a regional rangelands management for the region. IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (i.e. updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected in accordance with the Individual Consultant selection method set out in the Consultant Guidelines.

Profile of the Consultant

  • Education

Post-graduate Degree level from a recognized institution in rangelands management with combination of practical training and experiences.

  • Work experience
  • At least 10 years’ experience and knowledge in rangelands management research, teaching and development activities,
  • The incumbent should be familiar with the development of regional & national strategy;
  • The incumbent should have worked in the IGAD region

  • Other Competencies

  • A proven successful track record in developing regional and national strategies,

  • Ability in conducting independent analyses, identifying issues, formulating options and making conclusions and recommendations,

  • Comprehensive understanding of rangelands management issues in the IGAD region,

  • Excellent skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare reports,

  • Command in oral and written English is essential and

  • Good interpersonal skills and ability to establish and maintain effective working relations.

Selection Criteria:

The selection criteria are education, relevant work experiences (as described above), good track record in delivering assignment, experience of working in IGAD region and familiarity with Pastoralism context and rangelands.
