Position Title: Strategy & Policy Advisor
Department Minister’s Office
Reporting to: Director General or another Ministry official assigned by the Minister
CIM Level: A3
Duration: 30 Months (depending on continued budget availability and need for the position as well as satisfactory or better performance evaluations)
Duty Station: Ministry of Public Works, Reconstruction and Housing (MPWR&H)
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.

Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016).
Purpose of the position
· To provide strategic and operational expert advice to the Minister in liaison with the Ministry’s Policy & Strategy Department, ensuring that the teams’ activities help to drive forward achievement of MPWRH’s business plans and strategic objectives.
· To contribute to the overall development and management of MPWRH as a member of the Executive Team, and to play a key role in external representation of MPWRH.
Scope of services
Reporting to the Director General or another Ministry Official assigned by the Minister, the incumbent is responsible for:
Working with the Policy & Strategy department to provide expert advice, substantive knowledge and analytics on strategy and policy matters of MPWRH
Develop clear evidence-based policy options and provide suggestions to MPWRH on strategic and policy matters concerning MPWRH
Support the planning, monitoring, reporting and evaluating of the impact of MPWRH’s activities
Duties and Responsibilities include but are not limited to:
o Contribute to Executive and Leadership team and department meetings and organizational priorities.
o Provide expert advice on strategies and policies concerning MPWRH
o Develop strategies and policies for the Ministry
o Help the department in the interpretation of national policies developed in previous governments.
o Help the minister in preparing new parliamentary bills for amendments
o Be proactive in keeping up to date with developments affecting the role.
o Strengthening the capacities of the ministry in policy development, strategy planning and policy implementation;
o Provide advice on best practices and experiences in the implementation of ministry reforms;
o Provide strategic advice and guidance to the Minister of public works in designing and implementing the Infrastructure strategies and plans to communicate the implementation of the Federal Government Program.
o Provide strategic advice to the Ministry of public works on the processes for the entire ministry reform
o Provide guidance for the development of policy briefs for the reformation and development of the public work sector and system in the context on Federal Government.
o Abide by organizational policies and practices, and MPWRH’s working principles.
o Support diversity and equality of opportunity in the workplace.
o Any other duties assigned by his/her Supervisor
Required Qualifications, Experiences and Skills
o Master’s Degree, preferably a PhD Degree in Public Policy, Public Administration, Management, or other relevant areas.
o Preferably more than 15 years of professional experience;
o More than 10 years of experience in providing strategic advice and development of public development policies;
o Substantive overall understanding of development trends and ability to present related issues clearly both to a general and a specialist audience;
o Outstanding drafting and communication skills.
o Excellent analytical skills, skills of synthesizing information and results based management;
o Experience in providing consultation and advice to a ministry or other public authority
o Previous work experience in public works sector would be an advantage.
o Fluency in Somali and English (in reading, writing, speaking and listening);
o Good knowledge of relevant IT software tools (including Microsoft Office).
