Call for CV’s: Francophone/Anglophone West Africa Energy Sector Technical Advisors

RTI International is requesting applications for technical and operational roles for anticipated energy sector work in Anglophone and Francophone West Africa. Project work might include extending or densifying the existing grid, improving reliability, reducing technical and non-technical losses, and improving customer service in the energy sector. It may also involve delivering technical and operational improvements to existing power utilities, strengthening/training utility personnel and systems, improving planning and coordination processes, and improving the regulatory and business climate. And it may involve improving the business climate to facilitate access to debt or equity finance with the ultimate goal of making energy services and products available to a greater percentage of the population in West Africa.

Depending on the position, some personnel may be based in the following: Benin, Burkina Faso, Cameroon, Cote d’Ivoire, Ghana, Guinea, Liberia, Mali, Niger, Senegal, Sierra Leone and Togo. Other positions will involve part-time technical support and do not require relocation to a specific country. We are looking for energy sector professionals looking for part-time or full-time employment on projects of this nature who can be available starting first quarter 2019. French speakers and bilingual candidates are of particular interest.

Technical Advisors will be responsible for leading country-specific technical activities either in particular countries or regionally, and either on a part- or full-time basis. Qualifications: Master’s degree in relevant technical field with 6 years of experience in their specific domain in West Africa. Experience on USAID or other donor projects preferred. We are looking for experts in:

· Energy Sector Reform

· Utility management: financial, operational, technical

· Downstream oil and gas regulatory and market-building

· Energy access (SHS, mini-grids, solar kits)

· Renewable Energy

· Energy Financing

· Business Enabling Environment

· Legal & Regulatory Reform of the Energy Sector

· Power pools and cross-border energy exchange

· Energy sector monitoring and evaluation, data and knowledge management

Chief of Party will be responsible for managing all technical, administrative, and operational aspects of the project for the entire West Africa region, and representing the project to USAID and other regional partners. Qualifications: Master’s degree in engineering or another relevant field with 12 years of experience in technical and management roles on similar energy projects. Experience working on USAID-funded energy projects in Africa and ensuring cost control, compliance, and accessibility.

Deputy Chief of Party will be responsible for supporting the Chief of Party in all technical, operational and management aspects of the project, serving as second in command in the Chief of Party’s absence. Qualifications: Master’s degree in engineering or another relevant field with 9 years of experience in technical and management roles on similar energy projects. Experience working on USAID-funded energy projects in Africa and ensuring cost control, compliance, and accessibility.

Finance Manager will be responsible for managing the finance, grants, subcontracts, and payroll for the entire regional project. Qualifications: Master’s degree in finance, accounting, or business with 9 years of experience in finance roles on USAID-funded projects in Africa. Experience with QuickBooks necessary.

Operations Manager will be responsible for managing the operations, logistics, procurement, and security of the entire regional project. Qualifications: Master’s degree with 6 years of experience or bachelor’s degree with 10 years of experience in USAID-funded project operations. Experience in implementing security plans for dispersed staff.
