How can you make a difference?

The Humanitarian Access Policy Specialist will serve as the technical advisor/focal point on issues related to principled humanitarian access, leading the implementation and ongoing development of a UNICEF-wide organizational framework on principled humanitarian access, and supporting and advising management in HQ, ROs and COs. Direct support to UNICEF programmes will focus on strengthened programming for children’s protection and their access to humanitarian assistance, with a focus on children in hard to reach areas in complex and high threat environments and fragile contexts. This enhanced capacity will improve UNICEF’s ability to fulfil its mandate in such environments, while minimizing and mitigating risk to personnel, implementing partners, assets and operations.

  • Identify and analyze trends, opportunities and challenges related to principled humanitarian access for UNICEF. (15%)
  • Provide support and technical advice to UNICEF management at HQ, ROs and COs on principled humanitarian access. (25%)
  • Develop and support the implementation of a UNICEF Principled Humanitarian Access Framework, incorporating knowledge management and organizational learning. (25%)
  • Develop UNICEF organizational capacities and partnerships, including guidance, capacity building and training programmes, tools, and standby-capacities to support country and field-based implementation of principled humanitarian access. (25%)
  • Establish and maintain a roster of UNICEF staff with access capacity, and maintain an active UNICEF and partner network of policy and operational specialists on humanitarian access and humanitarian negotiations. (10%)

  • Education:An Advanced University Degree in a discipline related to Humanitarian Aid, International Relations, Humanitarian Law, Conflict Analysis, Risk Management, Intelligence Analysis, Diplomatic Studies and/or Political Science. Significant training and minimum five years substantial and directly relevant qualifying experience may be considered in lieu of the advanced university degree.
  • Work Experience:

  • Minimum eight years of progressively responsible professional experience in humanitarian contexts, including at the national and/or international level working with the United Nations, international organizations, international NGOs and/or government.
  • A good understanding on international law, humanitarian principles, the UN Security Management System, and the broader humanitarian system and trends affecting humanitarian affairs.
  • Solid experience in humanitarian access, humanitarian negotiations, team leadership, and delivery in high threat environments and fragile contexts required. Knowledge and field experience of UNICEF programmes in complex and high threat emergency environments desired.
  • Language Proficiency:Fluency in English is required. Knowledge of another official UN language is an asset.
