The major objective of this assignment is to strengthen the National Immunization Programme at the Federal, Provincial and Local levels by ensuring there is no interruption in vaccine supply and cold chain is maintained at all levels. The consultant will be fully engaged in providing technical assistance through continuous capacity building of cold chain managers in provincial health office’s medical stores, provide regular verification of data on status of cold chain supplies and jointly monitor progress with the government counterparts. During the period, the consultant will be responsible to conduct onsite mentoring and coaching that will enable skills transfer and increased capacity of the government counterpart in managing cold chain activities. He/she will work with the Child Health Specialist and Child Health Officer in the Nepal UNICEF Country Office, Health Officers in UNICEF’s Field Offices and Immunization consultants who are already placed in Province 2,5,6 and 7 to coordinate and provide coordinated technical support in several work streams that fall within the area of immunization Cold Chain Expansion and Optimization (CCEOP) and Effective Vaccine Management Systems Strengthening (EVM).

Duty Station(s):

  • Kathmandu – Central Medical Store, Teku (also responsible to provide technical assistance to 3 districts of Kathmandu Valley)
  • Province 1- Medical store (Biratnagar, supply’s vaccines to several districts of Province 2)
  • Province 3- Medical store (Hetauda, supply’s vaccines to several districts of Province 2)
  • Province 5- Medical Store (Butwal)
  • Province 5- Medical Store Nepalgunj, supply’s vaccine to all districts of Province 6)
  • Province 7- Medical Store (Dhangadi)
  • Specific Tasks:

  • Provide technical support to central, and provincial vaccine stores to strengthen Effective Vaccine Management (e.g. storage, temperature monitoring, stock management, vaccine and cold chain equipment and distribution plan.)
  • Provide skills transfer support in vaccine forecasting, on-time and accurate recording, verification of and quality reporting
  • Provide technical support to strengthen capacities of health workers at provincial and local level on Effective Vaccine Management
  • Provide technical support to ensure CCEOP deployment plan is timely and accurate and monitor functionality after instalment
  • Jointly with federal and provincial government counterparts conduct monitoring and supervisory visits to the provinces and local governments, identify issues and provide recommendations for improvement
  • Establish coordination with Family Welfare Division and Management Division and support in conduction of meetings
  • Provide technical support in documenting GAVI related documentation and provide monthly progress report to UNICEF
  • Provide technical support to vaccine sub centres in maintaining SOP standards of Effective Vaccine Management
  • Establish and strengthen coordination between Central and Provincial Medical Stores
  • Report to Provincial Health directorate, Child health /immunization and LMD Sections and UNICEF
  • Duration of Contract:

    The total contract duration is for 11 months tentative starting from 01 November 2018.


    1st Deliverable by 30 November 2018

    Preparation and submission of situation analysis of cold chain management in levels of deployment of the consultant

    BelowDeliverables to be completed by 30 November and every month till end of Contract

  • Monthly activity report covering the following areas of specific tasks:
  • 1. Status of 9 EVM criteria relevant to level of deployment- specifically (Vaccine arrival procedures, Storage- temperature, Storage (dry and cold) facilities, Cold chain equipment, building and transportation, Maintenance- cold chain equipment, vehicle and building, Stock management, Effective distribution, Vaccine management, SOPs and MIS)

    2. Monthly joint monitoring visits with government counterparts/UNICEF immunization consultants to vaccine sub centres, provide recommendations and follow up.

    3. Meetings and coordination actions taken between central, provincial and vaccine subcentres and provide report

    4. Trainings and onsite coaching to cold chain teams located at the provincial Medical store and vaccine sub centres and provide report

    5. Installation of CCE in year 2019, monitor functionality and report

    To qualify as an advocate for every child you will have…

  • Education: Bachelor’s Degree in Public Health, Social Science, Pharmacy or any other relevant disciplines, with specialized training in Vaccine and Supply Chain Management.
  • Work Experience: Minimum 2 years of professional experience in vaccine and supply chain management. Experience in working with government counterparts for effective vaccine management, experience in facilitating trainings on vaccine and cold chain management, monitoring vaccine and supply chain activities and reporting.
  • Special skills: Good written and spoken Nepali and English languages, interpersonal skills and team work, self-motivated able to work with partners and work in very remote settings. Must have knowledge of health system in Nepal.

  • UNICEF is not liable and the consultant/individual contractor is responsible to pay taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.
  • Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not upto the required standard or in case of delays in submission of deliverables by the consultant
  • Travel related costs will be reimbursed to the consultant/individual contractor up to the amounts stipulated as standard travel entitlements and rates as per the UN upon presentation of proof of travel and as per actual, unless stated otherwise in the contract.
  • All communication related costs (internet and telephone) are embedded in the monthly remuneration of the consultant/individual contractor. Consultants are required to ensure these costs are part of their proposal.
